On
the afternoon of yesterday (October 23), the Information Office of Shanghai
Municipality held the 16th press briefing on “High-Quality Development in Shanghai”
(Baoshan District special session) under the theme of “Shouldering New Mission
and Striving for North Transformation.” Chen Jie, Vice Mayor of Shanghai and
Party Secretary of Baoshan District, introduced the details of Baoshan
District’s initiatives to promote high-quality development. Gao Yiyi, deputy
Party Secretary and chief of Baoshan District, Shi Minghong, director of the
Baoshan District Commission of Economy, Huang Yaping, director of the Baoshan
District Human Resources and Social Security Bureau, and Xu Qingfeng, director
of the Baoshan District Bureau of Housing, attended the press briefing and
answered questions from reporters.
“North-South
Transformation” represents a pivotal initiative within Shanghai, aimed at
establishing a fresh development paradigm. In this new era, Baoshan stands as a
testament to the opening-up spirits of the Wusong port and the efforts
dedicated to forming Baosteel’s prowess in industrial development.
Courageously, Baoshan has embraced new responsibilities, ardently pursuing the
path of “Northern Transformation” and embarking on a transformative journey
underpinned by advancements in science and technology. Starting with the 14th
Five-Year Plan period, Baoshan has adhered to its mandate of becoming the key
carrier for Shanghai Science and Technology Innovation Center, the cornerstone
of an international metropolis, and a model area for green and low-carbon urban
transformation, as assigned by the CPC Shanghai Municipal Committee and the
Shanghai Municipal Government. With unwavering dedication, Baoshan is committed
to showcasing a modernization transformation model that aligns with the demands
of this new era.
1.
The key carrier for Shanghai Science and
Technology Innovation Center is gaining momentum
Baoshan
is uniquely poised at the confluence of central urban attributes and suburban
charm. Its abundant reserves of scientific and technological prowess, nurtured
by universities, state-owned enterprises, and its expansive industrial
hinterland, underscore its indispensable role in the city’s scientific and
technological achievement transformation and industrialization. Baoshan has
strategically chosen to harness its exceptional assets, commencing its journey
by bolstering the wellspring of scientific and technological innovation and
propelling high-end industries into a leading role. The overarching goal is to
expedite the emergence of novel, high-quality productive capacities.
In
reimagining the source of scientific and technological innovation, Baoshan is
adopting the approach in accelerating the whole chain. Embracing the evolving
landscape of scientific and technological advancement, Baoshan pioneers
endeavors that are commonly undertaken while venturing into uncharted
territories where there are no precedents, with the emphasis on comprehensively
unlocking the entire spectrum of achievement transformation. With an unwavering
focus on innovation, Baoshan actively champions the development of university-based
science and technology parks, fostering extensive collaboration with educational
institutions both within and beyond the city. This culminates in a “Core and
Belt” cluster, exemplified by Shanghai University Ring Science and Technology
Innovation Core in the west and Shanghai Peking University Science and Technology
Park and Fudan Science and Technology Innovation Center in the east. A notable
milestone in this journey is the Shanghai Wusong Materials Laboratory, a
collaborative venture between Baoshan and Fudan University, integrated into the
city’s “3+4” layout system of national laboratories. Championing incubation and
transformation, Baoshan introduced the city’s inaugural district-level
proof-of-concept center management measures. It also welcomed the launch of
Shanghai University’s Engineering Training Proof-of-Concept Center and will
host the Yangtze River Delta National Technology Innovation Center’s first
proof-of-concept base in Shanghai. High-level incubators for microelectronics,
new materials, and medical devices have been deployed in Baoshan, with tangible
successes such as the Graphene Platform, which boasts 15 R&D and
transformation projects, six of which have attained international acclaim. Baoshan
also offers technical support for the world’s first kilometer-long
high-temperature superconducting cable located in the heart of Shanghai’s
central district. Envisioning a robust science and technology innovation
ecosystem, Baoshan championed the national innovation reform pilot on “turning
initial fiscal funding as investment into shares later,” propelling seven initial
projects with close to 60 million yuan in support. Notably, nine projects,
including advanced packaging equipment, have been launched recently. The
national innovation reform pilot project, “Building a multi-subject, full-chain
innovation consortium,” has been unveiled, ushering in innovative consortiums
in areas such as synthetic biology and green low-carbon. Baoshan has
collaboratively established a science and technology innovation financial
service center with the Shanghai Stock Exchange, advanced the development of
the “Innovation China” pilot cultivation area, and established the city’s first
“science and technology innovation block.” Baoshan ranks third in the city in
terms of municipal-level mass entrepreneurship and innovation carriers.
High-end
industries are spearheading endeavors along “segmented tracks.” Leveraging the
strategic advantages of Baoshan’s comprehensive industrial ecosystem of
headquarters in the south and manufacturing in the north, we are precisely
navigating the intricate landscapes of the city’s industrial mosaic. Our aim is
to construct a modern industrial framework capable of effectively embracing
innovation and transformation. We maintain a vigilant focus on the pivotal
nodes within the industrial chain, with particular emphasis on burgeoning
sectors such as new materials, biomedicine, robotics, intelligent
manufacturing, and next-generation information technology. This dedicated
approach involves accelerating the augmentation, extension, and consolidation
of these vital chains. For instance, the Baoshan Iron and Steel e-commerce
platform currently commands 60% of the nation’s transaction volume, while the Mysteel’s
rebar price index has assumed a global role as an international benchmark for
both spot and derivative settlements. Pioneering new trajectories in industrial
development, Baoshan has honed its attention on the city’s five future
industries, with a pronounced focus on future health, future materials, and
future manufacturing. Baoshan is diligently tracing segmented tracks, leading
the charge with the establishment of the city’s inaugural innovative vaccine
science and technology park. We are also actively propelling the growth of
pivotal sectors such as synthetic biology, anchoring each industry with
tailored policies. To bolster the competitiveness of its industrial clusters,
Baoshan has secured approvals for five municipal-level characteristic
industrial parks, earning it a second place citywide. Our comprehensive cluster
for intelligent equipment manufacturing has earned distinction as one of
Shanghai’s five National Small and Medium Enterprise Characteristic Industrial
Clusters. Notably, Baoshan is driving the proactive shift on intelligent and
digital transformation in traditional enterprises, advancing the concept of industrial
facilities within buildings, and cultivating dynamic biopharma innovation hubs.
2.
The cornerstone of an international metropolis
showcases charm with significantly enhanced quality
Close
to two-thirds of Baoshan’s territory is now seamlessly integrated into
Shanghai's main urban area. Baoshan is committed to embodying the visionary
concept of the People’s City, diligently shaping urban functions and aesthetics
that harmonize with the core of the metropolis, exuding a modern and
technologically advanced demeanor.
The
rejuvenation of the two major sectors, namely Wusong and Nanda, is a pivotal
focus. Here, meticulous attention is paid to seizing the opportune moments for
development, optimizing functional capacities, and executing profound regional
transformations. Collaborating closely with Baowu Group, Baoshan has
successfully surmounted the transformation challenges within Wusong Innovation
City. Over a span of 6 square kilometers, the implementation of the “city-district
joint land storage with independent enterprise transformation” strategy has
seen the realization of several notable projects. Ongoing efforts include the
enhancement of detailed control plans and the accelerated construction of
landmark projects such as the Shanghai Academy of Fine Arts and the remarkable
180-meter super high-rise building, while contributing to the evolution of a
vibrant new urban landscape. Simultaneously, Baoshan is actively facilitating
the establishment of specialized museums focused on industries and transportation.
In a synergistic partnership with Lingang Special Area, Baoshan is advancing
the construction of the Nanda Smart City, dedicated to developing “three cities”
that thrive above ground, below ground, and in the digital realm. This vision
has materialized with the completion of a one-million-square-meter digital
intelligence center, a hub for scientific research, and a vibrant talent
community. The first launch area spanning one square kilometer in the southwest
region is currently bustling with construction activity, and it is attracting
transformative projects such as the Digital and Intelligent Nanda Industrial
Park and the Synthetic Biology Industrial Park. Concurrently, the promotion of
construction initiatives like Metro Line 15’s Fengxiang Road Station TOD, the
Science and Technology Gate, and various other projects is in full swing,
accelerating the realization of the Digital Twin City and positioning Baoshan
as a leading exemplar in Shanghai’s journey towards a digitalized urban
landscape.
Bolstering
the synergy of the two sectors, both internally and externally, is of paramount
importance. On the external front, the primary focus centers on elevating our
level of openness and connectivity. The second phase of the Shanghai-Nantong Railway
and the Baoshan section of the Shanghai-Chongqing-Chengdu High-speed Railway
are currently underway, with the “station-city integration” development of the
Baoshan Station of the high-speed railway making consistent progress. This
strategic effort will position Baoshan as a key hub, extending its reach from
the city center to the south, spanning across the river to the north, linking
to the Pudong Pioneer Area in the east, and connecting to the Yangtze River
Economic Belt in the west. In time, Baoshan is poised to truly become a vital
node serving the northern wing of the Yangtze River Delta and a burgeoning
epicenter for northern Shanghai’s economic development. Within the internal
sector, the primary emphasis lies in enhancing the quality of urban functions.
To this end, we are dedicated to establishing the Shanghai International Cruise
Tourism Resort to the highest standards. We are also actively driving the
opening up of the Yangtze River, Huangpu River, and Wenzaobang waterfront areas
and will gradually integrate them with the central city in the foreseeable
future. Our commitment to preserving pristine skies, clear water, and unspoiled
land is underscored by ongoing initiatives like the renovation of old buildings
and urban villages and the accelerated creation of 15-minute community living
circles. Moreover, we are steadfastly pursuing the intelligent empowerment of unified
online government services and management, with the overarching aim of fashioning
a city that is not only highly livable but also exceptionally resilient and
technologically advanced.
Efforts
to replicate and advance the “three firsts” in grassroots governance are a
testament to our commitment. The first initiative, “Community Connect,”
facilitates online discussions and deliberation for residents, spanning all
villages and encompassing 90% of households. This groundbreaking model has
garnered recognition across the nation, receiving numerous accolades, including
the distinction of being the best case of urban grassroots Party building
innovation in China. Additionally, Baoshan has introduced the Community Young
Volunteer program, encouraging young pioneers to engage in community matters,
leading around 110,000 parents to participate in community governance
activities such as garbage classification. This innovative approach earned a
place among the Top 10 China (Shanghai) Innovative Practice Cases of Social Governance.
Furthermore, the “Community Governance Academy” serves to enhance grassroots
governance capabilities, having trained nearly 34,000 individuals involved in
various governance roles. This academy holds the distinction of being the city’s
first community education experimental innovation research base and has been
honored as one of the fifth Top 10 China (Shanghai) Social Governance
Innovation Practice Cases.

The city’s model area for green and low-carbon
urban transformation demonstrates leadership in pioneering spirits
As a
traditional industrial center, Baoshan’s green and low-carbon transformation is
challenging, but it is more typical. Baoshan insists on focusing on the big
picture and working on the details, focusing on forming a promotion system from
long-term layout to short-term deployment, from overall planning to specific
arrangements, from comprehensive coordination to key breakthroughs, and has
issued implementation opinions and a three-year action plan for the
construction of “ the model area.” Supporting policies will also be released
during the year, aiming at the low-carbon supply chain as a driving force, making
good first moves and striving to be the vanguard.
Seizing
the moment and proactively assuming the lead, we are steadfastly centered on
fostering innovation, bolstering industries, and setting the groundwork for
transformation. As part of our pioneering approach, we are spearheading the
implementation of innovative low-carbon supply chains, aiming to set new
benchmarks in this arena. Our attention is particularly attuned to rule-making,
and we are at the forefront of responding to the evolving landscape of green
and low-carbon standards within the global economic and trade sphere. Notably,
we have actively participated in the formulation of international standards for
carbon quantification, with domestic carbon quantification industrial software
gaining inclusion in the EU catalog for the first time. Concurrently, we are
diligently progressing with the development of pertinent product carbon
standards and specifications, including an ambitious endeavor to establish the
Carbon Footprint Evaluation Specification for Refractory Products for national
consideration. Platform development stands as another core focus, and we are
accelerating the creation of the Yangtze River Delta Green and Low-Carbon
Supply Chain Public Service Platform. This initiative encompasses the
establishment of high-quality repositories for low-carbon supply chains and
carbon emission factors, while integrating the Yangtze River Delta carbon
footprint evaluation database. The unveiling of this platform is imminent,
signifying a pivotal milestone. Furthermore, we are actively contributing to
the construction of Baowu’s 10-billion-dollar Green Carbon Fund, driving the
creation of core functional areas dedicated to carbon services, and propelling
the development of Baowu (Shanghai) Carbon Neutrality Industrial Park. The
recently inaugurated B Link Park exemplifies our commitment to building a green
and low-carbon model for parks, reinforcing our dedication to sustainability
and progress.
Seizing the track to
nurture momentum, our strategic focus pivots on the “dual carbon” strategy. We
are resolutely positioned to capitalize on emerging opportunities within the
industry, actively seeking novel breakthroughs in momentum. Central to our
approach is the drive for energy transformation. We champion the adoption of
clean energy across pivotal industries while fervently advancing the
development of renewable energy sources, including photovoltaics and wind
energy. Notably, this year has witnessed remarkable strides, with a 91%
year-on-year increase in the number of new energy investment projects and a
substantial 329% growth in total investments. Project implementation is a core
pillar of our strategy, underscored by the unveiling of the Yangtze Bay Carbon
Science and Technology Park and the launch of the Shanghai Carbon Peak Science
and Technology Innovation Park project. Moreover, we inaugurated Shanghai’s
first digital and real-life interactive low-carbon building museum in early
July, poised to attract diverse stakeholders from across various segments and
industries, strengthening the resilience of our industrial chain downstream.
The imperative of financial support is another cornerstone of our strategy. In
active collaboration with Shanghai’s bid to establish a national financial
reform and innovation pilot zone, we are gearing up to establish the city’s
first green finance institute. In addition, we are pioneering the creation of “carbon-neutral”
bank outlets, lending our support to leading companies in the district for the
issuance of green bonds, and embarking on an exploration of a comprehensive
green financial system.
