the afternoon of yesterday (October 17), the Information Office of Shanghai
Municipality held the 15th press briefing (Jinshan District special session) on
the series of “High-Quality Development in Shanghai” under the theme of
“Transforming for New Growth Journey, Shaping New Image.” Liu Jian, Secretary
of the CPC Jinshan District Committee, introduced the situation and work
measures to promote high-quality economic and social development in Jinshan
District. Li Zelong, Deputy Party Secretary and chief of Jinshan District, Chen
Ganxin, director of the Jinshan District Development and Reform Commission, Xia
Xiahong, director of the Jinshan District Commission of Economy, Ye Wendi,
director of Jinshan District Committee of Agriculture and Rural Affairs, and Li
Yangyang, director of the Jinshan District Administration of Culture and
Tourism, attended the press briefing and answered questions from reporters.

Jinshan
District, situated at the southwest gateway of Shanghai, plays a pivotal role
as a critical junction along the developmental axis connecting Shanghai and
Hangzhou and Shanghai and Ningbo. It boasts an enviable location, abundant
natural resources, and a rich historical heritage. In recent years, Jinshan
District has remained steadfast in its commitment to align with the guidance of
Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The
district has capitalized on strategic opportunities presented by the integrated
development of the Yangtze River Delta, the construction of the Hongqiao
International Open Hub, and the “North-South Transformation.” With the central
theme of “Transforming for New Growth Journey, Shaping New Image,” Jinshan
District is dedicated to propelling new development across the “Three
Transformations.” This commitment involves an accelerated endeavor to establish
a new strategic highland known as the “Two Zones and One Fort,” while
concurrently shaping a dynamic new city image within the context of the “Three
Bay Areas.” As a testament to these efforts, the district is witnessing the
tangible emergence of high-quality developmental outcomes.

1.   
Taking industrial transformation as the
core to reshape regional growth momentum

The
first strategic priority involved the optimization of the chemical sector,
moving decisively towards precision, sustainability, high technology, high
efficiency, and high added value. The chemical industry not only stands as the
central pillar of Jinshan District’s economic landscape but also represents a
key focal point in the district’s industrial transformation. In recent years,
Jinshan District has steadfastly pursued the transformation and elevation of
its chemical industry. Collaborating closely with two significant chemical
industry hubs, the district is collectively driving the shift from oil refining
to chemicals, advanced materials, industrial parks and ultimately ecosystems,
all aimed at reshaping the chemical industry’s framework. On one front, efforts
have been concentrated on expediting the phase-out of outdated facilities.
Since the initiation of comprehensive environmental enhancements in Jinshan
District back in 2015, a remarkable 225 outdated chemical enterprises have been
phased out and restructured, freeing up an extensive 3,216 mu of land. This
overhaul has resulted in a reduction of energy consumption by 77,872 tons of
standard coal. Notably, Carbon Valley Green Bay Industrial Park, the city’s
pioneering “industry-for-industry” park, embarked on in-depth adjustments and
transformations in 2016. By the close of 2022, a total of 79 companies
underwent transformations, with 1,379 mu of land being either purchased or
repurchased. This effort yielded an impressive average annual output value per
mu, indicating a notable 12% increase, while the average annual tax revenue per
mu also rose by 11%. These achievements underscore a reversal of the declining
enterprise numbers, accompanied by an upsurge in output value and tax revenues.
On another front, the district is committed to cultivating new growth momentum
by nurturing innovation and fostering growth within downstream fiber materials
of the chemical industry. The Shanghai Municipal Carbon Fiber Innovation and
Development Institute has been set up in Jinshan. Comprehensive guidelines were
crafted to establish a national fiber materials industry cluster. Notably, the
Jinshan District Fiber Materials Industry Cluster secured a coveted place in
the 2022 SME Special Industry Cluster List by the Ministry of Industry and
Information Technology. Looking ahead, Jinshan District remains committed to
capitalizing on the foundational advantages of the chemical industry,
propelling its expansion into the higher echelons of the industrial and value
chains.

The
second strategic focus involved reinforcing the agricultural sector, with a
resolute aim to exemplify and spearhead the high-quality advancement of urban
modern agriculture within Shanghai. In Jinshan District, agricultural land
encompasses a remarkable one-third of the entire territory, making it a
significant and robust agricultural region within Shanghai. Here, we have
diligently embraced the essence of the Miles of Flower Gardens, Orchards and
Vegetable Gardens, a crucial directive articulated by General Secretary Xi
Jinping during his visit to Jinshan while working in Shanghai. This directive
propelled us to comprehensively foster rural revitalization, and as a result,
we were successfully designated as a “National Modern Agricultural Industrial Park.”
Jinshan District also holds the distinct honor of being the first urban
district in the city to secure a position on the list of model counties for
rural revitalization. In particular, we have been unrelenting in our efforts to
promote the sustained progression of our agricultural sector. We have
introduced and nurtured technological agricultural enterprises such as Diantian
agricultural robots and Huawei Water Savings, alongside digital agricultural
enterprises like BOE Vegetable Intelligent Factory, factory-oriented
agricultural enterprises including JOVO, Rongmei, as well as recycling
agricultural enterprises including Kai Taiyu, and Songlin Building Pig Farm.
We’ve also prioritized the development of germplasm resources-oriented
agriculture like Lianzhong edible fungi and water-saving, drought-resistant
rice. These endeavors have effectively catalyzed the advancement of
high-quality urban agriculture. Looking ahead, Jinshan District is committed to
fully capitalizing on the advantage of being positioned adjacent to an
international metropolis. We are determined to lead and demonstrate the path
towards the high-quality development of Shanghai’s urban modern agriculture.

The third imperative involved the expansion of
emerging industries, with the goal of advancing towards the establishment of
specialized, clustered, and high-end sectors. Jinshan District stands as a
significant manufacturing hub within Shanghai. Since the inception of the 14th
Five-Year Plan period, the entire district has experienced an impressive
average annual increase of 7.1% in industrial output value for enterprises
above designated size. We have dedicated ourselves to the cultivation of four
major industrial clusters, notably in the domains of new materials, intelligent
equipment, life and health, and information technology. Collectively, these
industries now constitute a substantial 79.6% of the district’s industrial
output value among enterprises above designated size. Our strategy involved the
acceleration of specialty industry development. Since the initiation of the
14th Five-Year Plan period, the output value of municipal specialty industrial
parks, such as the Bay Area Biopharma Harbor, East China UAV Base, and Carbon
Valley Green Bay, has surged annually at an average rate of 13.3%. We take
pride in the recognition of UAVs and synthetic biology as the first official
characteristic industrial clusters for small and medium-sized enterprises
within the city. Our dedication extends to attracting emerging industry
projects, resulting in 44.6 billion yuan in investment signings during the year
2022. In the next phase, Jinshan District is poised to proactively nurture
industries such as super fiber, green energy, synthetic biology, integrated
circuits, artificial intelligence, and electronic chemicals. These endeavors
will continue to generate fresh momentum and new advantages for the district’s
development trajectory.

The
fourth imperative revolved around activating technology, digitalization,
cultural enhancement, and tourism promotion, with the overarching goal of
efficiently harnessing and converging resource elements. In the realm of
technological empowerment, Jinshan District has achieved notable successes.
Since 2018, the district has garnered 28 municipal science and technology
awards, including 8 prestigious first-place accolades. Metrics such as the
count of effective invention patents, the number of high-tech enterprises, and
the quantity of special and sophisticated enterprises have surged by 119%,
155%, and 220% respectively. The district has made significant strides in
attracting both multinational and private enterprises’ headquarters, achieving
an unprecedented total of 20 such breakthroughs. In the arena of digital
empowerment, Jinshan District has been deeply committed to the digital
empowerment initiative. The district has not only successfully passed the
Ministry of Industry and Information Technology’s standard implementation
assessment for 85 companies but has also introduced major players like Alibaba
Cloud East China Intelligent Computing Center and CEI Cloud Big Data Center.
These actions have culminated in the establishment of a prominent software and
information service industry base within the city. Furthermore, Jinshan
District has also pioneered the city’s first district-level digital
transformation empowerment center. As for cultural and tourism empowerment, the
district has launched the comprehensive “Jinshan Picturesque” all-region
tourism brand. Notably, two significant cultural tourism flagship projects,
namely the LEGOLAND Shanghai Resort, and the Binhai International Cultural
Tourism Resort, are progressing seamlessly. Concurrently, the construction of
four substantial suburban ecological parks — Zhujing Flower Sea and Fragrance
Ecological Park, Luxiang Fruit Park, Caojing Country Park, and Langxia Country
Park — is well underway, showcasing the initial fruits of these efforts. Moving
forward, Jinshan District remains unwavering in its commitment to synchronizing
technological, digital, and cultural tourism empowerment. This strategic
approach aims to unlock the full potential of both the producer service
industry and the consumer service industry, thereby catalyzing industrial
development across the entire region.

2. Accelerating the transformation and
development of key areas with the support of spatial transformation

In pursuit of expediting the establishment of a
clustered and regionally-focused spatial development model, Jinshan District
has recently introduced an action plan designed to accelerate the
transformation and enhancement of pivotal areas, with a prime focus on
advancing the evolution of five key sectors.

Firstly, we strived to shape the coastal region
into a central engine that both guides and radiates its influence across the
entire district. The Binhai area holds the distinction of being the political,
economic, and cultural epicenter of Jinshan. It is also positioned to serve as
the nexus for the district’s burgeoning modern service industry. This
initiative is specifically centered on the development of the Shanghai Bay Area
Science and Technology Innovation City, the Binhai International Cultural
Tourism Resort, and the Town Waterfront Community. For instance, the Shanghai
Bay Area Science and Technology Innovation City is currently in the midst of
accelerating the construction of the East Lake International Innovation Center,
the Shanghai Bay Area Zhongke Ecological Digital Harbor, and other key
projects. The aim is to attract technology-oriented enterprises involved in “mass
entrepreneurship and innovation,” corporate headquarters, as well as high-tech
professionals. Furthermore, the Binhai International Cultural Tourism Resort is
anticipated to draw approximately 8 million tourists annually upon its
completion, poised to become a world-renowned coastal tourist destination.

Secondly,
we strived to elevate the high-tech zone to a national-level economic and
technological development hub. The Shanghai Bay Area High-tech Zone serves as
the primary battleground for Jinshan’s manufacturing industry. In 2022, the output
value of industrial enterprises above designated size in this zone accounted
for nearly a quarter of the district’s total. Presently, we are actively
constructing a life and health industrial park, centered around the Bay Area
Biopharma Harbor, a municipal-level distinctive industrial park.
Simultaneously, an intelligent equipment industrial park is taking shape with
the East China UAV base at its core. Furthermore, an information technology
industrial park is emerging, anchored by the Shanghai New Display Industrial
Park. Our focus is on accelerating the growth of advanced manufacturing and
complementary producer service industries, with the ultimate aim of
establishing a national-level economic and technological development zone.

Thirdly, we strived to convert Carbon Valley
Green Bay into a nationally recognized industrial park, designated as a “industry-for-industry”
transformation and development exemplar. As a pivotal transformation park
within Jinshan District, Carbon Valley Green Bay is currently advancing its
transition efforts. Through collaborative endeavors with two major chemical
industry bases, we are progressively shaping the eastern area into a support
services functional zone and a future materials testing area. Simultaneously,
the western area is being transformed into a focal point for functional
materials clusters and industrial science and technology innovation services.
Our central mission is to nurture core industries such as new materials,
bio-manufacturing, and green and fine chemicals, making Carbon Valley Green Bay
a shining example industrial park.

3. Leveraging governance transformation to
consistently improve the effectiveness of good governance in regional
development

Our foremost commitment centers on prioritizing
the development of ecological civilization, thus nurturing the creation of a
splendid living environment. Commencing in 2015, Jinshan District has
undertaken three comprehensive rounds of environmental enhancement, investing a
total of 36 billion yuan across 810 improvement projects. This dedicated effort
has yielded substantial results: the proportion of excellent ambient air
quality has surged from 69.6% to an impressive 86.6% in 2022, while the annual
average concentrations of PM2.5 has markedly reduced from 59 micrograms per
cubic meter to just 27 micrograms per cubic meter in 2022. The inhabitants of
Jinshan continue to express high levels of satisfaction with the district’s
ecological environment, consistently ranking among the city’s leaders. This
distinction has earned Jinshan the unique status of being the sole city to hold
both the title of a national ecological civilization construction demonstration
zone and the recognition of an innovation base to reflect the philosophy that “lucid
waters and lush mountains are valuable assets.” In the next phase of our
journey, Jinshan District is poised to seize the opportunity to transition from
environmental sustainability to magnificence. We shall embark on endeavors
aimed at forging exquisite bays and pristine villages, with the ultimate
aspiration of crafting a low-carbon, green, and clean bay area of unparalleled
beauty.

Our
second priority is unwavering commitment to enhancing the quality of life for
our residents, ultimately fostering a superior standard of living. Jinshan
District places a strong emphasis on addressing the evolving needs of our
community, and we have made substantial strides in advancing both livelihood
and social initiatives. In the realm of education, we have steadfastly
implemented a strategy that prioritizes educational development, earnestly
striving to establish a nationally renowned hub for high-quality, equitable
compulsory education and a model zone for holistic youth development. This
endeavor has been underscored by the successful establishment of the Jinshan
Experimental School, affiliated with the No.2 High School of East China Normal
University. Gradually, we are shaping a framework consisting of one college and
four junior colleges for our higher vocational school system. Currently, plans
are underway for a university park, with comprehensive universities being
actively recruited to accelerate the convergence of industry, education,
research, and practical application. In the sphere of healthcare, the Healthy
Jinshan Action has been systematically implemented, exemplified by the
commencement of construction for the first phase of Ruijin Hospital’s Jinshan
campus. The relocation of the district disease control center and the expansion
of the mental health center are nearing completion. Jinshan Hospital has
emerged as a top-tier healthcare institution, and we are diligently advancing
the renovation and improvement of our community hospitals. Regarding rail
transportation, we are set to initiate construction of the Jinshan Tinglin
Station on the Nanfeng Line this December, with the Jinping Line currently in
the preparation stage. Concurrently, we annually collaborate on the
implementation of livelihood projects that address the daily concerns and
issues faced by our residents. This includes expanding mobile signal coverage
in underground garages, enhancing urban gas pipe network coverage, and facilitating
the charging of electric vehicles and mopeds. In the next phase of our
development, we remain steadfast in our commitment to attracting high-end
resources and projects, striving to provide the people of Jinshan with a truly
high-quality and enriched life.

The third pillar of
our commitment is rooted in a steadfast dedication to upholding safety as a
paramount concern, nurturing a secure environment collectively. Jinshan
District has been tireless in its endeavors to harmonize development with safety.
It has earned the distinction of being recognized as an advanced district in
national safety construction for three consecutive years. Moreover, our
consistent presence among the top performers in the city’s public safety
satisfaction evaluation for 12 consecutive years attests to our residents’
trust and contentment. In recognition of these efforts, we achieved the status
of a national civilized city in 2020 and were honored with the prestigious
Chang’an Cup, the highest award for national safety construction in 2021. As we
look ahead, our determination remains unwavering. We are committed to forging “upgraded
versions” of safety and rule of law, championing the development of resilient
cities, and continuing to cultivate an even safer and more dependable
environment for sustainable growth.
