On
the morning of yesterday (August 22), the Information Office of the Shanghai
Municipality held the seventh press briefing on “High-Quality Development in
Shanghai” (Jiading District special session). The theme of this session is
“Striving to be a Benchmark for High-quality Development and Creating a New
City Model for Shanghai.” Lu Fangzhou, Party Secretary of Jiading District,
introduced the details of the district’s achievements and measures in promoting
high-quality economic and societal development. Gao Xiang, Deputy Party
Secretary and chief of Jiading District, Lu Tielong, director of Jiading
District Economic Commission, Xie Dongsheng, director of Jiading District
Science and Technology Commission, and Guan Wenjie, director of Jiading
District Education Bureau, attended the briefing and answered questions from
reporters.

Jiading
stands as a vital and dynamic hub within the Yangtze River Delta, strategically
positioned along the Shanghai-Nanjing development axis. Notably, it has earned
its place as a key industrial center and manufacturing powerhouse within
Shanghai. In recent years, Jiading has embarked on a proactive journey of
adaptation, seizing emerging opportunities and forging new frontiers. Its
unwavering commitment is to emerge as an exemplar of high-quality development
and a beacon of excellence among Shanghai’s new cities. The urban landscape has
further underscored its distinctive attributes, showcasing abundant innovation
vitality, seamless integration and growth, an ample infusion of humanistic
charm, and enhanced quality of life for its residents.

1.
Jiading strives to lead the city in achieving the highest standards of
high-quality development. With a resolute determination to fulfill its role in
this new era, Jiading is dedicated to serving the construction of a novel development
paradigm. Its focus is steadfastly aimed at propelling the regional economy
through significant leaps in five aspects, with a goal of setting a precedent
for high-quality development.

The
first leap centers on expanding both scale and prowess. In the first half of
this year, Jiading’s economic value added was 124.83 billion yuan, marking an
increase of 9.1%. The general public budget revenue reached 14.42 billion yuan,
a rise of 25.7%. The total output value of industries classified as above designated
size amounted to 200.16 billion yuan, representing an 11.1% upswing. Jiading’s
total retail sales hit 79.52 billion yuan, marking a rise of 14.1%. Investment
in fixed assets totaled 25.94 billion yuan, up 39.4% year on year.

The
second leap is directed at propelling industrial development into new
dimensions. Jiading is intently focused on fostering the “3+1” framework as new
momentum and actively shaping a modern industrial ecosystem synonymous with
high-quality growth. In the realm of driving the automotive sector in an intelligent,
electrified, connected and shared manner, Jiading continues to attract,
cultivate and incubate automotive industrial clusters, making strategic
investments in the landscape of “three hubs and two parks.” The district has
gathered over 600 automotive enterprises falling into the categories of intelligent,
electrified, connected and shared vehicles, with total output of more than 160
billion yuan in 2022, effectively doubling in just two years. Jiading has
assumed a pioneering role in representing Shanghai in the national pilot
project for smart city infrastructure and intelligent connected vehicles,
achieving top-tier results in the acceptance test. The district has also
spearheaded the full-scale opening of test roads, elevating the Jiading
Standard in smart transportation to a municipal group standard. In the domain
of high-performance medical equipment and precision medicine, Jiading is
actively establishing a leading high-performance medical equipment
manufacturing hub in China, with prominent entities such as United Imaging,
Sanyou Medical, and Kindly Group leading the charge. In 2022, their total
output value reached 23.58 billion yuan. In the areas of smart sensors and the
Internet of Things, Jiading is diligently crafting an integral “north wing” to
the city’s integrated circuit framework, bolstering the platform capabilities
of the National Smart Sensor Innovation Center, and establishing a critical
integrated circuit production line that encompasses pilot testing, research and
development, and mass production. Finally, in the realm of the online new
economy, Jiading is innovatively building a thriving “1+X” ecosystem for
livestreaming economy. In 2022, the total output of this sector reached 311.92
billion yuan, and e-commerce retail sales amounted to 101.74 billion yuan,
accounting for approximately 30% of the city’s total.

The
third leap involves achieving a new pinnacle in terms of quality and
efficiency. In the first half of this year, the district witnessed the
establishment of 27,000 new enterprises, marking an increase of 79%.
Additionally, the district introduced 167 projects each valued at 100 million
yuan or more, reflecting a rise of 70.4%. The district’s efforts bore fruit
with the addition of 11 new private enterprise headquarters in Shanghai.
Moreover, industrial enterprises above designated size recorded main business
revenue of 180.26 billion yuan, showcasing a rise of 19.6%. The top 100
enterprises achieved a total profit of 6.51 billion yuan, marking a surge of
121%. The district has been accelerating the advancement of “smart and digital
transformation” within the manufacturing sector, a development reflected in the
completion of the evaluations for intelligent manufacturing by 1,314 enterprises,
situating the district at the forefront within the city.

The
fourth leap centers on leveraging innovation to drive new progress. Jiading has
been actively propelling a fresh round of three-year initiatives in the vital
domain of the science and technology innovation center. The efforts include
exploring collaborative innovation models, wherein the industrial innovation
alliance plays a central role, while extending the reach and influence of the
Scientific Technology Fair for the Yangtze River Delta Region. Simultaneously,
the district has been expediting the construction of 100-billion-yuan science
and technology parks associated with university-district and institute-district
cooperation. By the end of 2022, the district had 70 specialized and sophisticated
little giant enterprises, ranking second within the city. Additionally, with
2,453 high-tech enterprises, the district rank third in this category within
the city. The district had a technology contract turnover of 34.94 billion
yuan, occupying the top position in terms of its contribution to the city’s
total added value.

The
fifth leap centers on enhancing the business environment. Since 2022, Jiading
has initiated a series of district-level growth-stabilizing policies, along
with a comprehensive package of support measures, such as the New 12 Measures
for industrial support. Additionally, the district has fully implemented tax
and fee reductions, thereby lightening the financial burden on market
participants by nearly 20 billion yuan. With the ongoing commitment to
streamlining the government, delegating power, and improving government
services, the district has formulated and released version 6.0 of its business
environment optimization plan, which incorporates 28 district-level distinctive
reform initiatives. The district has also pioneered the innovative
establishment of the “Xiaojia Assistant Service Station,” which earned
accolades as the city’s premier case of excellence in the business environment.

2. Jiading
strives to stand at the forefront of the city’s endeavor to develop new urban
centers. This strategic vision hinges on its core designations as a “highland
of technological innovation, a hub of intelligent transportation, a bastion of
integrated development, and a stronghold of humanity and education.” The
unwavering focus centers on advancing the construction of “one city, one
center,” “one city, one well-known park,” “one city, one hub,” and “one city,
one green ring.” Through these endeavors, we are resolute in our pursuit to transform
Jiading New City into a forward-looking urban area, setting a precedent for
high-quality living and serving as an exemplary model within the expansive
landscape of Shanghai’s new cities, replete with influential radiation and
driving effects.

In
terms of project advancement, 31 pivotal tasks and 153 major projects have
received full dedication and implementation. The district has been accelerating
the development of key industrial projects such as the Haichuang headquarters
and major infrastructure projects like the Jiamin Metro Line.

In
the quest to bolster functions, the district has been expediting the
realization of the first batch of 5 municipal-level major functional projects,
notably including the SAIC Motor Innovation Research and Development Institute.
Additionally, the district is poised to unveil the second batch comprising 6
municipal-level projects.

In
terms of demonstration and leadership, the district has been actively
championing the swift launch and robust impact of three demonstration model
areas, while propelling progress in the construction of the “new three-piece
set” in the central activity area of Jiading New City. Simultaneously, cultural
initiatives like the citizen’s post station and Jiangnan Bookstore have been
gaining momentum. The Poly Grand Theater has unveiled the most expansive
outdoor waterscape light and shadow show in Shanghai, while multifunctional
appeal of the Urban Hall has been enhanced. Meanwhile, the Ximen Historic and
Cultural Community has been rapidly advancing the signing of housing
requisition agreements for the second phase of renewal, with the first batch of
land poised for transfer bidding by the year’s end. Notably, the Xinghan Space
project in Jiabao Smart Bay Future City Practice Zone is officially construction
and will craft the city’s largest near-zero consumption single building.

In
terms of strategic linkages, the district has been galvanizing the joint
efforts of the “two engines” of North Hongqiao and Jiading New City. The
district is proactively embracing the role of nurturing science and technology
empowerment functions for the Hongqiao International Central Business District.
In doing so, we aim to create a new highland for the North Hongqiao
International Innovation Industry Cluster and Headquarters Economy Guidance and
Demonstration. Notably, the “one district, one city, one bay” benchmark
initiative has achieved initial milestones in their construction journey.

3. Jiading strives to
lead the city in crafting people-centered urban environments. The district has
been steadfastly committed to allocating the finest resources to its residents
and warming their hearts with top-notch services. In addressing the practical
aspects of people’s lives, the district keenly focused on fulfilling their
everyday needs, with a particular focus on elderly care system and elderly
services, childhood care and youth education, renovation of old districts and
protection of historical features, as well as rural revitalization, while encompassing
essentials such as sustenance, clothing, shelter, and transportation. The
district has been advancing the Breakfast Project, residential environment
improvement project tailored to elderly population, and other well-being
projects, while taking an innovative approach to conduct whole-process
evaluation of these projects across society in a bid to further bolster
satisfaction and sense of gain among people. In the realm of education, the
district has progressively introduced a range of top-tier educational
resources, including institutions like Shanghai Experimental School Jiading New
City Campus and Soong Ching Ling School Jiading Experimental School. Last year, the
district inaugurated and commenced operations for 18 high-quality schools, with
an additional 14 new schools slated for construction this year, thus ensuring
full access to education within the compulsory education stage. In terms of healthcare,
the district boasts three top-tier hospitals, namely Ruijin Hospital, Shanghai
Dongfang Hepatobiliary Hospital and the Shanghai Municipal Hospital of
Traditional Chinese Medicine. Additionally, the district has successfully
established a national health promotion zone and a national maternal and child
health high-quality service demonstration zone. Serving as one of the first
pilot healthy cities in the nation and the sole such city in our municipality, Jiading
actively spearhead national public hospital reform initiatives and high-quality
development demonstration projects. In the sphere of rural revitalization, the
district has established 12 municipal-level rural revitalization demonstration
villages and 20 municipal-level beautiful rural demonstration villages.
Simultaneously, the district has accelerated various distinctive agricultural
and tourism integration projects such as Xiangyue Huating and Flower Culture
and Tourism. The district has led the city in launching the construction of the
Digital Unmanned Farm Industry Area with a 1,600-mu demonstration zone embodying
comprehensive unmanned agricultural operations. In terms of ecological
environment, the district has been devoted to crafting high-quality “living
show belts” including riverside walkways around the city and the Hengli cultural
water veins. The district has earned recognition as part of the national Zero
Waste City construction initiative. In 2022, the district achieved an
outstanding air quality rate of 90.3% and an excellent surface water assessment
rate of 93.2%, marking the best levels recorded since monitoring commenced. In
matters of social governance, the district has pioneered a five-level grid
governance system and innovatively established 43 Neighborhood Centers,
fostering the integration of unified management, unified government services
and unified quality services at the district level, effectively bridging the
service gap and ensuring that it reaches the very “last mile” of community
members’ needs.

Looking ahead, Jiading
is unwaveringly aligned with the directives set forth during the Third Plenary
Session of the 12th CPC Shanghai Municipal Committee. We are resolutely
bolstering our vanguard spirit and pioneering ethos, infusing high-quality
development with the impetus of advanced reform and enhanced opening-up. Our
focus centers on fortifying the “Four Major Functions” and elevating our “Four Capabilities.”

Firstly, we are
committed to serving global resource allocation and enhancing our prowess in
allocating critical elements. We will intensify our efforts to attract
high-tech and high-quality foreign investments, thereby unleashing the full
development potential of our private sector. Nurturing “unicorn” and “hidden
champion” enterprises is a top priority, aiming to amass a cohort of companies
with exceptional capabilities in element allocation. We are dedicated to fortifying
the “Wojia Finance” platform, elevating the stature of “Shanghai Jiading Talent
Port,” and amplifying the spillover effect of the Scientific Technology Fair
for Yangtze River Delta Region. Moreover, we are expediting the construction of
“dual centers” dedicated to public data for new energy vehicles and intelligent
connected vehicles, relentlessly augmenting our capacity to absorb key
resources and integrate essential elements.

Secondly, we will focus
on serving as a wellspring
of technological innovation and enhancing our ability to foster collaborative
innovation. We are building a comprehensive cultivation chain spanning small
and medium-sized technology enterprises to high-tech enterprises and culminating
in technology little giants. Our aim is to significantly increase the total
number of high-tech enterprises to 3,000 by 2025. Focusing on specialized
domains such as automotive chips and fuel cells, we are spearheading
collaborative innovation alliances to surmount hurdles in critical
technologies. Relying on the accomplishment transformation centers led by academicians
and experts, we are establishing “three databases and one platform” for
scientific and technological innovation. Innovative models, such as combining government
funding and social investment, along with a mix of transformation, incubation and
industrialization, are being employed to expedite the on-site transformation
and application of a multitude of scientific and technological breakthroughs.

Thirdly, we will focus
on our role to lead the development of high-end industries, while bolstering
our core capabilities within modern sectors. We are fast-tracking the creation
of a global innovation hub for intelligent connected vehicles, while firmly
supporting SAIC’s transformation and development. The construction of “three hubs
and two parks” is underway at an elevated level, and we are deepening the pilot
project for smart city infrastructure and intelligent connected vehicles, effectively showcasing
Jiading’s preeminent position in the automotive industry. We are intensifying
our efforts towards intelligent and digital transformation, with the goal of
surpassing the 90% mark in enterprises above the designated size in key sectors
by 2025. Additionally, we are accelerating the establishment of key facilities,
including Shanghai Smart Sensor Industrial Park and United Imaging Town, to
usher in a substantial leap in industrial capabilities.

Fourthly, we are focused on
our role as a service-oriented gateway and enhancing our ability to expand
impact as a node city. We leverage major platforms such as the China
International Import Expo, elevate the prowess of our comprehensive bonded
zone, facilitate overseas promotion efforts to global investors, and provide
robust support and encouragement for leading industries and high-quality
enterprises to expand into international markets. Capitalizing on the strategic
opportunities offered by New City development and the Hongqiao International
Hub for Opening-up, we are fortifying our node functions across industry,
technological innovation, services, and transportation. We will step up
construction of the Jiading-Kunshan-Taicang core circle for collaborative
innovation, in a bid to further enhance our capacity for empowering and agglomerating
key economic factors.
