The Information Office of Shanghai Municipality held a press briefing on the afternoon of today (April 11), during which Ma Jianhong, director of Shanghai Emergency Management Bureau, introduced the coordinated development results of integrated emergency management in the Yangtze River Delta and the preparations for the second Yangtze River Delta International Emergency Disaster Reduction & Rescue Expo. Zhou Minhao, president of the Council for the Promotion of International Trade Shanghai, Sheng Fanglong, deputy director of Jiangsu Provincial Emergency Management Department, Ye Jianxun, deputy director of Zhejiang Provincial Emergency Management Department, and Bai Zhonghua, deputy director of Anhui Provincial Emergency Management Department, attended the press briefing and answered questions from reporters.Coordinated development of integrated emergency management in the Yangtze River DeltaIn accordance with the national strategy for the integrated development of the Yangtze River Delta, since its inception in 2020, the Yangtze River Delta Emergency Management Special Taskforce has closely followed the keywords of “integration” and “high-quality”, and actively explored new paths and models of institutional innovation and collaboration on the coordinated development of emergency management, so as to achieve new progress and achievements continuously for this initiative in the Yangtze River Delta. The priority is to leverage “Four Focuses” to drive “Four Improvements.”First, we focused on major emergencies and improved regional response capabilities. We continuously optimized and improved the regional emergency management information interaction platform in the Yangtze River Delta. We gathered and shared the data and information on natural disasters, resources, equipment, and supplies. We strengthened collaboration on various scenarios including production safety, disaster prevention and mitigation, and emergency rescue. We leveraged the websites of the emergency management departments of three provinces and one municipality as well as the special cooperation column on emergency management in the Yangtze River Delta. We studied the set-up of a mechanism for releasing information on major emergencies, explored the pilot joint demonstrations of emergency command in the Yangtze River Delta, and improved regional emergency command coordination. We worked together to study the joint emergency response plan for major emergencies in the Yangtze River Delta and identified 20 ground and air emergency rescue demonstration teams. We leveraged five normalized air emergency rescue bases to organize training sessions for about 600 people in the ground and air emergency rescue teams, while improving ground-air and people-aircraft coordinated rescue capabilities.Second, we focused on key areas and improved regional joint prevention and control capabilities. We established regional emergency coordination mechanisms for earthquake rescue and forest fire prevention and extinguishing in the Yangtze River Delta. We promoted cross-regional coordination on early warning for meteorological and marine disasters by releasing alerts via multiple channels. We successfully coped with strong typhoons like Muifa, ensuring safety of the river basin during the flood season and further enhancing regional response capabilities for natural disaster prevention and control. At the 2022 symposium for senior leaders in the Yangtze River Delta, the Agreement on Joint Prevention and Control of Dangerous Goods During Road Transport for Integration of the Yangtze River Delta was signed. Under the agreement, the public security, transportation, emergency management, market supervision and other departments in the three provinces and one municipality coordinated and cooperated to address challenges and problems on cross-provincial safety supervision of dangerous goods in road transport. During key periods and major activities, we carried out joint law enforcement actions on production safety, and promoted the implementation of the main responsibilities for production safety among all types of enterprises in the region. We leveraged the national emergency command network, set up an emergency command platform for the Yangtze River Delta Integrated Development Demonstration Zone, and established emergency special lines in Qingpu, Wujiang and Jiaxing, in a bid to continuously enhance coordination for emergency responses among adjacent regions in these provinces and municipality.Third, we focused on the supportive and protective systems and improved the abilities for regional resource sharing. So far, the construction of the second phase of Jiangsu Yanjiang (Jiangyin) Hazardous Chemicals Emergency Rescue Base has stated, and the Shanghai Hazardous Chemicals Major Accidents Prevention and Control Technical Support Base has basically completed construction. The air emergency rescue systems of Zhejiang Province and Anhui Province have been continuously improved. The emergency rescue support capacity in the Yangtze River Delta region has been constantly improved. The Agreement on Coordinated Support of Emergency Supplies in the Yangtze River Delta has been formulated, and the regional coordinated support capacity of emergency supplies has been continuously strengthened. With the preparations for the set-up of the Exchange and Cooperation Platform for Universities in the Yangtze River Delta on Emergency Management Discipline Construction and Yangtze River Delta Regional Integrated Emergency Management Research Alliance, and the establishment of the Yangtze River Delta Emergency Management Expert Committee, we’ve provided better intellectual support for improving regional emergency management.Fourth, we focused on construction of institutions and mechanisms, and improved governance capacity of regional coordinated development. We took an integrated approach in planning and formulating integrated emergency management policies, standard construction plans and objectives in the Yangtze River Delta. For example, we are exploring the punishment system for untrustworthiness in the field of production safety in the Yangtze River Delta, and are piloting mutual recognition of the qualifications for junior registered safety engineers and continuing education hours in the Yangtze River Delta. In recent years, we have promoted the implementation of more than 20 key emergency management cooperation items, continuously consolidated and deepened the emergency coordination work mechanisms, and improved the Five Systems on policies and standards, emergency plans, joint prevention and control, emergency command and emergency support.The preparations for the second Yangtze River Delta International Emergency Disaster Reduction & Rescue ExpoThe first Yangtze River Delta International Emergency Disaster Reduction & Rescue Expo was successfully held in Shanghai in May 2021, receiving wide attention and praise from all walks of life. Due to the pandemic, the second Yangtze River Delta International Emergency Disaster Reduction & Rescue Expo has been postponed to this year and will be held at the National Exhibition and Convention Center (Shanghai) from May 8 to 10. The expo will continue to be held in a hybrid manner with multi-level, multi-dimensional displays, and multi-angle immersive experiences. The theme of this expo is “Disaster prevention and reduction, for the safeguard of economic and social development in the new era,” with highlights in the following four aspects.First, the expo will further highlight integration and coordination with an aim to build an exchange platform for the coordinated development of emergency management in the Yangtze River Delta. First of all, the exhibition scale of this expo will be further expanded on the basis of the first edition. The total exhibition area is expected to reach 100,000 square meters and the number of visitors is expected to exceed 100,000. In addition, the expo will not only retain the six exhibition areas (on emergency prevention and mitigation, comprehensive rescue equipment, protective equipment, emergency-related services, popular science demonstration and achievements in emergency rescue in the Yangtze River Delta region), but also further enrich the contents in the achievement exhibition area for coordinated development of emergency management in the Yangtze River Delta, in a bid to fully demonstrate the results of emergency coordination of the three provinces and one municipality and their most distinctive practices. At this year’s expo, the Yangtze River Delta Theme City Special Zone will be set up for the first time. As a rotating leader for Yangtze River Delta regional cooperation this year, Anhui will select Hefei City as the theme city of this expo, focusing on the latest achievements of the city’s safety and emergency industry in recent years.Second, the expo will further give play to regional advantages and promote the high-quality development of the emergency response industry in the Yangtze River Delta. This expo is expected to bring together more than 800 exhibitors. In the process of event promotion to lure exhibitors, organizers paid great attention to attracting industry leaders and key enterprises in various fields, further improving the quality of the expo. According to the relevant work requirements by the state, this expo will, for the first time, support central state-owned enterprises China Electronics Technology Group, China State Shipbuilding Corp, Aviation Industry Corp of China, China Information and Communication Technology Group and three mobile services providers China Telecom, China Mobile and China Unicom to display in a collective manner, so as to realize the effective coordination and mutual support of rescue forces owned by various central state-owned enterprises, and promote the construction of a comprehensive emergency rescue platform among central state-owned enterprises.Third, the expo will further concentrate efforts and gather wisdom and strength to build a grand framework for security and emergency based on high-level security. This year’s expo will hold a high-standard, high-level keynote summit as well as more than 20 parallel forums and seminars around the themes of emergency management, disaster census, urban safety, smart fire protection, emergency rescue, mine safety, nuclear emergency, comprehensive disaster reduction, safe production, hazardous chemicals management, smart city, and safety culture, in a bid to pull elite wisdom to plan for the high-quality development of emergency management.Fourth, the expo will help further cultivate an emergency culture and enhance the awareness of emergency prevention, mitigation and relief across society. This year’s expo features strategic cooperative media including cnr.cn, Xinhuanet, China Emergency Management News and Yicai to increase publicity and further enhance social attention and the influence of emergency management work. The expo organizers will also strengthen cooperation with firefighting, meteorology, earthquake, medical rescue authorities, the Red Cross Society, the Shanghai Committee of the Chinese Communist Youth League, the Shanghai Education Commission, and social rescue teams. The expo organizers will also work with communities to hold online and offline visits and experiences, carry out a series of popular science experience activities on emergency safety knowledge for children and adolescents, and build a solid foundation to support disaster prevention, mitigation and relief.
