China (Shanghai) EV International Model Zone

New Power in the New City

At 2010 Clean Energy Ministerial (CEM), the Electric Vehicle Initiative (EVI) received active responses from the nations across the world. On April 22, 2011, an open ceremony was held to celebrate the foundation of China (Shanghai) EV International Pilot City, and Jiading District was selected as the EV international model zone. Under the guidance of EVI Implementation Frame, the model zone explores proactively to create the environment suitable for EV operation in terms of city supporting facilities, policy support and culture guidance and makes all efforts to find a path for the co-development of both electric vehicles and traditional vehicles. Ultimately, an integrated platform will be built for international experience exchange, demonstration data evaluation, product technological innovation, exploration for new-type business model, functional practice of city management and popularization of EV information to accumulate beneficial experience for wider promotion of EV in future China.

LED Leading the Future of Low-carbon

Worldwide known as a type of important energy-saving and environment-protecting lighting material, LED's application arena expands with high speed. Shanghai National Semiconductor Lighting Industrialization Base is one of the four national semiconductor lighting industrialization bases firstly approved by the Ministry of Science and Technology, P.R.C. As the operation carrier of the industrialization base, Shanghai Research Center of Engineering and Technology for Solid-state Lighting is dedicated to creating a public service platform for LED R&D, cultivating and supporting the rapid growth of Shanghai LED lighting enterprises, and promoting the development of LED industry as well as the application of LED technology in civil use field.

A Smart Community System Based on IOT

A Smart Community System Based on Internet Of Things (IOT)", integrates the formerly separated sub-systems (household intelligent system, remote meters reading system, positioning service system, all-purpose card system and video monitoring system) into the same network platform, which may not only conduct local and remote control, but also enable a much easier cross-system linkage, facilitate the sharing of public data, and satisfy various requirements of numerous customers. The key technology in such system, taking IOT as technology base, is a demonstration application of research on wireless network system. Such technology is of great significance to promote the development of IOT industry, which will boost the great-leap-forward development of IOT technology, and on the other hand upgrade the overall level of practical applications in China's intelligent communities.

Shanghai SME Development Coordination Office

Striving to Improve Service System for Promotion of SMEs Innovative Development

Shanghai SME Development Service Office (hereinafter referred to as the "Office"), an organization dedicated to managing the public comprehensive services of small-and-middle-sized enterprises (SMEs) in Shanghai, is established upon the approval of the People's Government of Shanghai Municipality.

The Office is geared to SMEs in all forms of ownership and industries, assists government agencies in implementing various policies and measures, proactively reports the appeals and requests from SMEs, functions as a major pipeline for SMEs, and guides various social service agencies to serve SMEs. Four platform enterprises under it, such as Shanghai SME Development Service Center, Shanghai Pudong Software Technologies and Value-added Service Platform, and Yangpu Technology Innovation Center, were awarded the honorary title of "National Model Platform for SMEs Public Service".

In future, Shanghai SME Development Coordination Office will establish "the Cooperative System for Shanghai SME Public Service Platform" and form a public service platform network featuring unimpeded information, complete function and convenient supply-demand connection, thus providing SMEs with available, accessible and guaranteed services.

Shanghai Clean Energy Research and Industry Promotion Center

R&D and Industrialization of Clean Energy Technology

With a view to coping with a series of energy and environment problems such as energy shortage, environmental pollution and climatic change, Shanghai Municipal Science and Technology Commission established Shanghai Clean Energy Research and Industry Promotion Center (SCEC) in 2006.

Currently, the Center has organized six specialized research laboratories regarding solar energy, fuel cell automobile, clean coal, wind power generation, utilization technology of biomass energy, and energy conservation, aggregated engineering technology research centers in a number of specialized fields and testing and research institutes of renowned universities. It has succeeded in developing pollutant discharge control technologies for coal-fired power plants, supercritical power generation technology.

Besides, the Center has tackled problems in key wind power technologies as well as manufacture of wind power units, wind farm construction, and boosted the demonstration and application of solar energy PV technologies, thus making tremendous contributions to the city in terms of energy conservation and emission reduction as well as development of new energies.

Shanghai Zhangjiang Hi-tech Industrial Development Zone

Science & Technology Boost Economic Development in the Pattern of "One Zone with Multiple Parks"

Established at the beginning of the 1990s, Shanghai Hi-tech Industrial Development Zone was renamed as "Shanghai Zhangjiang Hi-tech Industrial Development Zone" (hereinafter referred to as Shanghai Zhangjiang Hi-tech Zone) in March, 2006. The State Council approved the application to upgrade Shanghai Zhangjiang Hi-tech Zone into a national innovation model zone in 2011.

As the first series of national hi-tech parks established in 1991, the six development parks, including Shanghai Caohejing Hi-Tech Park, Zhangjiang Core Park, Science and Technology Park of Shanghai University, China Textile Science and Technology Park（Qingpu）, Jinqiao Park and Jiading Park, became a part of Zhangjiang Hi-tech Zone successively.

In this way, the pattern of "a zone with six parks" was formed, with each park boasting different industrial features. By now, Zhangjiang Hi-tech Zone has also extended to cover Shanghai Zizhu Science-based Industrial Park and Yangpu Knowledge Innovation Base, producing a new development pattern of "One Zone with Multiple Parks" ("7+1"). At present, Zhangjiang Hi-tech Zone has attracted 222 of the Global 500 companies, and assembled more than 800 R&D organizations and more than 12,000 enterprises, mainly covering the following industries: integrated circuit, biological medicine, software, financial service, and cultural creation cluster.

These industries, developing at fast paces and making notable achievements, have formed a comparatively complete industrial chain. Nowadays, Zhangjiang Hi-tech Industrial Development Zone has become an important growth point for the science & technology and economy development of Shanghai.
