Press Release for Media Briefing of Institutional Innovations of the Yangtze River Delta Integrated Development Demonstration Zone on July 13, 2021

A press conference today on the institutional innovations of the Yangtze River Delta Integrated Development Demonstration Zone was held today (July 13). Zhang Zhongwei, Deputy Director of the Executive Committee of the Yangtze River Delta Integrated Development Demonstration Zone and Deputy Director of the Shanghai Municipal Reform and Development Commission introduced the institutional innovations that were adopted in the zone. Zhu Shiqing, Deputy Director of the Shanghai Municipal Bureau of Ecology and Environment, Cao Junshan, Deputy Director of the Shanghai Municipal Healthcare Security Administration, and Li Min, Deputy Director of the Jiangsu Provincial Department of Natural Resources also attended the press conference and answered the questions by journalists.

The construction of the Yangtze River Delta Integrated Development Demonstration Zone adopted 18 institutional innovations in the first half of this year, focusing on nine aspects, including planning management, ecological and environmental protection, project management, factor mobility, public service, and institutional mechanism.

1. Planning Management. One innovation focuses on the urban planning and development management of the “Watertown Livingroom” in the zone. All the details of constructing the “Watertown Livingroom” have been included in one single blueprint. In addition, one single company is in charge of the entire development, together with an undisclosed number of partners. The company, Yangtze River Delta Integrated Development Demonstration Zone New Development and Construction Corporation, was jointly set up by Shanghai, Jiangsu, and Zhejiang. It is the first company of its kind in the Yangtze River Delta region as Shanghai, Jiangsu, and Zhejiang contribute the same amount of investment to its founding. The company has set up a joint venture, Yangtze River Delta Integrated Development Demonstration Zone Watertown Livingroom Development Corporation, with China Three Gorges Corporation. The joint venture is drawing up a list of major construction projects of the “Watertown Livingroom” in the next three years. Construction of the first batch of the projects will start before the end of October this year. Another innovation focuses on the regulatory approval mechanism of the controllable detailed planning in the pilot area of the demonstration zone. Since Shanghai, Jiangsu, and Zhejiang adopt different procedures of regulatory approval, the innovation clarifies a unified bottom line and standard of planning control.

2. Ecological and Environmental Protection. In order to promote integrated governance and consolidate the ecological advantage in the Yangtze River Delta region, officials announced the major environmental protection targets for one river and three lakes. They also made clear the mechanisms of pollution prevention and control and environment assessment. A unified management mechanism was set up for the first time targeting the different functions of Taipu River, Dianshan Lake, Yuandang Lake, Fen Lake, and other major waters in the region. The mechanism aims to address the difficulty of managing these inter-provincial waters to improve the ecology in the demonstration zone. Besides, officials released for the first time unified ecological and environmental standards to monitor waste gas from stationary sources, air quality, and volatile organic compounds in the demonstration zone. During the preparation for the standards, Shanghai, Jiangsu, and Zhejiang jointly launched the project, solicited public opinions, and invited experts to conduct the technical review. Meanwhile, the environmental protection departments in Shanghai, Jiangsu, and Zhejiang are also researching the integration of compulsory ecological and environmental protection standards and the reform of environmental impact assessment.

3. Factor Mobility. One innovation focuses on the universal exchange of the sci-tech innovation coupon in the Yangtze River Delta region to help companies lower their R&D costs. The first batch of 615 institutions with 25,000 service resources have been involved to serve users of the sci-tech innovation coupon. So far, 104 companies in the demonstration zone have applied for coupons worth 30 million yuan. By sharing the sci-tech innovation resources in the Yangtze River Delta region, small- and medium-sized technology companies will help accelerate the construction of a community of sci-tech innovation. A second innovation focuses on the pilot of the Digital Currency Electronic Payment, or DCEP, in the demonstration zone to promote the integrated development and synchronization of the payment mechanism. The trial was conducted in several inter-provincial scenarios, including shopping, ecological tourism, green agriculture, and public transportation. It has been expanded to cover other scenarios, including inter-provincial tax and utility payment. Shanghai and Suzhou issued DCEP subsidies worth nearly 30 million yuan during the Double Five shopping festival when people could use them freely both online and offline at shops that supported DCEP. One more innovation focuses on deepening the financial integration. Thirteen financial institutions have set up branches in the demonstration zone. The first Yangtze River Delta integrated development special credit business, the first green insurance, the first Yangtze River Delta ecological green loan have been implemented among other businesses. In addition, officials are implementing a number of other policies, such as inter-provincial recognition of foreigners' work permits (category B), joint evaluation mechanism of professional titles in the demonstration zone, and mutual recognition of professional qualifications and continuing education hours. A person who was qualified as an associate constructor in Jiangsu in June this year was successfully registered in the Shanghai Municipal Commission of Housing and Urban-rural Development. This is the first inter-provincial registration of its kind in the Yangtze River Delta region.

4. Public Service. 2.15 million residents can receive inter-provincial public services with their social security cards that allow them to borrow and return books, enjoy discounts at tourist destinations, and use public transportation in the demonstration zone. “Inter-provincial comprehensive service windows” have been simultaneously launched in Qingpu District of Shanghai, Wujiang District of Jiangsu, and Jiashan County of Zhejiang. The windows give residents in the zone access to all civil services that the three places are authorized to handle, including 1,173 items in Qingpu, 1,398 in Wuijang, and 1,306 in Jiashan. In addition, inter-provincial real estate registration is also allowed in the zone where people can inquire, change, transfer, mortgage, and revoke their registrations.

5. Institutional Mechanism. The Party-building mechanism and official management mechanism have been established in the Executive Committee of the Yangtze River Delta Integrated Development Demonstration Zone. Leading Party members groups, Party committees, and discipline inspection commissions have also been set up. The zone adopts a more open and flexible official appointment mechanism by exploring the whole-staff appointment system.

A total of 18 institutional innovations have been achieved in the first half of this year. Meanwhile, officials are drawing up more innovations. By the end of October this year, about 35 more institutional innovations are expected to land in the demonstration zone.
