The Information Office of Shanghai Municipality held a municipal government press conference today (March 30). Wu Qing, member of the Standing Committee of the CPC Shanghai Municipal Committee and Vice Mayor, gave a briefing on the construction and development of Zhangjiang National Independent Innovation Demonstration Zone. Chen Mingbo, Deputy Secretary-General of the Shanghai Municipal Government, Zhang Quan, Director of the Shanghai Science and Technology Committee, Peng Song, Executive Deputy Director of the Shanghai Science and Technology Innovation Promotion Office, Qiu Wenjin, Deputy Director of the Shanghai Municipal Development and Reform Commission, and Ruan Li, Deputy Director of the Shanghai Municipal Commission of Economy and Informatization, attended the press conference and jointly answered questions from reporters.

The construction of Zhangjiang National Independent Innovation Demonstration Zone is an important initiative by the central government to further implement the independent innovation strategy, and build an innovation-driven country, an important practice to explore the path of independent innovation with Chinese characteristics, and an important part of the construction of the Shanghai Science and Technology Innovation Center. Over the past 10 years, the Zhangjiang Demonstration Zone has conscientiously implemented the central government’s strategic deployment for the construction of the demonstration zone, forged ahead with reform and innovation, and comprehensively improved its capabilities in fostering independent innovation and driving growth of nearby regions. It has achieved remarkable results in policy breakthroughs, original innovation, industry cultivation, innovation ecosystem, and spill-over effects, making itself a core platform for nurturing strategic emerging industries and a demonstration area for innovation-driven development.

In the past 1o years, the Zhangjiang Demonstration Zone has fully implemented the State Council’s reply on the “Outline Development Plan for Shanghai Zhangjiang National Independent Innovation Demonstration Zone (2013-2020)”, by successfully completing all tasks set out in the Development Plan, and all projects have reached a new level. It has become the core carrier for Shanghai to cultivate scientific and technological innovation achievements, leading high-quality economic development. As of the end of 2020, the Zhangjiang Demonstration Zone led Shanghai’s innovation capabilities as the home to 330 national-level R&D institutions. Tsung-Dao Lee Institute, Zhu Guangya Institute of Strategic Science and Technology and other top scientific research institutions have been accelerating in development. Fudan University, Jiao Tong University, Tsinghua University, Zhejiang University, and other universities have been accelerating the deployment of new R&D institutions in Zhangjiang Demonstration Zone. Zhangjiang Pharmaceutical Laboratory, the Shanghai Research Center for Brain Science and Brain-Inspired Intelligence, and the Shanghai Research Center for Quantum Sciences have been gearing up. A total of 14 major national scientific and technological infrastructure projects in this city, including Shanghai Synchrotron Radiation Facility, are located in the Zhangjiang Demonstration Zone, with the number, total investment and construction progress leading the country, and they are set to serve users all over the world. A number of landmark achievements have been made in basic research and key core technologies. New scientific discoveries and inventions such as Mozi Quantum Experiments at Space Scale, black hole photos, and ultra-strong and ultra-short lasers continued to emerge. The C919 made its successful maiden flight. Key technologies such as superconductivity and graphene have made breakthroughs. In 2020, the number of papers published by Shanghai scientists in the world’s top journals including Science, Nature and Cell accounted for 32% of the country’s total.

It is the area where innovative industries are well concentrated, as it supports about 100,000 technology companies and more than 9,000 national high-tech companies to develop here. Take the three leading industries as examples. In the integrated circuit field, Zhangjiang has become an industrial base with the most complete industrial chain, the most advanced comprehensive technology, and the strongest independent innovation capability in China. In 2020, the industry’s sales revenue in Zhangjiang reached 180 billion yuan, accounting for one-fifth of the country’s total. In the biopharmaceutical field, R&D and innovation capabilities in Zhangjiang led the country. Since 2014, a total of 99 innovative medical devices have been approved nationwide, 18 of which came from Zhangjiang. In 2019, one-third of the country’s Class I innovative drugs were born here. In 2020, five of the eight approved antibody drugs in China were from Zhangjiang. In the artificial intelligence field, Zhangjiang has accelerated the deployment of high-level scientific research platforms and the construction of integrated innovation carriers. It is home to more than 2,400 artificial intelligence companies, accounting for 70% of the city’s total. During the special period of the COVID-19 epidemic last year, business revenues of enterprises above the designated size in the Zhangjiang Demonstration Zone exceeded 6.2 trillion yuan, an increase of 10.8%, making an important contribution to Shanghai’s annual economic growth, and playing the role of a “ballast” and a “stabilizer.”

It is the area where innovative professionals are the most active. Currently, there are about 2.38 million employees in Zhangjiang. Among them, young professionals account for more than 80%, while people returning after studying overseas and foreign talent accounted for 3.2% of the total. More than 80% of the city’s high-end professionals are in Zhangjiang. The number of high-level foreign talent at the state level and “leading talent” at the Shanghai level has exceeded 1,000. Zhangjiang has accelerated the development of an international talent pilot zone, by setting up the country’s first permanent residence service center, and launching a pilot program for new talent policies. It is helping Shanghai become the most attractive Chinese city in the eyes of foreign talent and the first choice among global scientists to work in China.

It is the area where the innovation ecosystem is the most outstanding. It is home to 820 innovation and start-up service institutions, including 42 national incubators, 52 national registered maker spaces, 13 national university science parks, and 34 national product qualification inspection and testing institutions, helping build a complete service system for innovation and entrepreneurship, and serving a group of high-growth technology companies in a targeted way. “Regulations on the Construction of Science and Technology Innovation Center”, “22 Articles on Science and Technology Innovation”, “Rules on Comprehensive Innovation and Reform” and “25 Articles on Scientific System Reform” have been formulated and implemented, thus establishing a policy and legal system with a complete framework and diversified tools for the Zhangjiang Demonstration Zone. The role of the financial industry in supporting Zhangjiang’s development becomes more significant. By leveraging the set-up of the science and technology innovation board and a pilot registration system, it has strengthened the linkage between the science and technology center and the financial center. As of the end of 2020, 32 companies in Zhangjiang Demonstration Zone had been listed on the science and technology innovation board, accounting for one-seventh of the country’s total.

In recent years, the Zhangjiang Demonstration Zone has thoroughly implemented the “Opinions on Accelerating the Construction of a Globally Influential Science and Technology Innovation Center” by the CPC Shanghai Municipal Committee and the Shanghai Municipal Government to create an important platform for the development of a science and technology innovation center. In 2020, the basic framework system of the Shanghai Science and Technology Innovation Center has been formed and will be fully upgraded to form the core functions of the city. The Zhangjiang Demonstration Zone will also undertake greater tasks, shoulder heavier responsibilities, and obtain greater achievements.

Looking into the future, the Zhangjiang Demonstration Zone should adhere to the “Four Fronts” and the general direction of “developing high technology and enabling industrialization,” and strive to create “a place for reformers to practice, a place for scientists to imagine, and a place for entrepreneurs to dream.” It will become “the main platform for strengthening the abilities to nurture scientific and technological innovation, the main battlefield for decisively winning in key core technologies, and the main force leading the high-quality economic development.” First, it will implement the national strategy. Led by the construction of Zhangjiang Comprehensive National Science Center, it will take the lead in “strengthening the functions to nurture scientific and technological innovation,” and cultivate a batch of original results in basic research and applied basic research with global influence. By leveraging the country’s new round of comprehensive innovation and reform trials, Zhangjiang will be a pioneer in reform and form a number of new mechanisms and measures to support independent innovation and industrial development. Second, it will stick to independent innovation. Key core technologies cannot be required, bought, or asked from others. The Zhangjiang Demonstration Zone will strive to enhance the independence and control on the industry and supply chains, fight hard battles, obtain breakthroughs in a batch of key core technologies, launch a batch of independent and internationally leading high-end products, and form a batch of international standards. Third, it will follow the law of innovation. Zhangjiang will insist on letting enterprises play the main role under a market-oriented approach, and cultivate a group of innovative leading enterprises. It will adhere to a people-oriented approach and promote the harmonious coexistence of technology, industry, city, and talent. It will strive to strengthen the three core industries of integrated circuits, biomedicine, and artificial intelligence. It will accelerate the development of the six key industries of digital economy, new energy vehicles, high-end equipment manufacturing, aerospace and aviation, IT and telecommunications, and new materials. It will actively cultivate future-oriented industries, and promote industrial digitization. Fourth, it will make full use of the demonstration effect. Zhangjiang will deepen the reform of the scientific and technological system and policy innovation, and play its role as an “experimental field.” Efforts will be made to build an international talent pilot zone, continuously optimize the start-up services, and vigorously improve the efficiency of technology and financial services. It will promote opening-up and innovation, build a domestic and international collaborative innovation network, and make Zhangjiang a popular site for global innovation and entrepreneurship. Fifth, it will further promote the Zhangjiang brand. It will give full play to Zhangjiang’s advantages in agglomeration of innovative resources, promote the transformation of Zhangjiang’s innovative achievements across Shanghai, and realize the coordinated development of “Zhangjiang R&D + Shanghai Manufacturing.” It will optimize the regional coordination mechanism, promote the high-quality development of special parks, allow innovative elements to flow to the fullest, unleash the innovation vitality, and allow Zhangjiang to become a flow window for the world to observe the construction of the Shanghai Science and Technology Innovation Center. #
