At the media briefing for the 3rd China International Import Expo (hereinafter referred to as the “CIIE”) held today (October 30) morning, Chen Yin, executive vice mayor of Shanghai and executive deputy director of the CIIE Executive Committee, and Sun Chenghai, deputy head of the China International Import Expo Bureau, respectively introduced the progress of preparations for the 3rd CIIE, highlights of the expo and service guarantee. Shang Yuying, deputy secretary-general of the Shanghai Municipal Government and director of the Office of the Leading Group for Urban Service and Security of the CIIE, Hua Yuan, director of the Shanghai Municipal Commission of Commerce, Wu Jinglei, director of the Shanghai Municipal Health Commission, and Jiang Yuan, deputy commissioner of Shanghai Customs attended the press conference and answered questions from reporters. The media briefing was hosted by Gao Feng, spokesperson and deputy director of the General Office of the Ministry of Commerce.
The opening ceremony of the 3rd China International Import Expo and Hongqiao International Economic Forum will be held in Shanghai on November 4. President Xi Jinping will deliver a keynote speech via video. In the context of the global spread of the COVID-19 epidemic, holding the third CIIE as scheduled will be of great significance to fully demonstrate China’s major achievements in epidemic prevention and control and firm determination to expand opening-up in an all-round way, and promote the formation of a new development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement. In accordance with General Secretary Xi Jinping’s general requirement of “holding the expo better and better”, all preparations have been made under the unified deployment of the CIIE Organizing Committee. Compared with the previous two sessions, the third CIIE will present more features and highlights, mainly in seven aspects:
First, the scope and quality of the expo have been improved. Companies from all over the world participate actively, and the exhibition area exceeds those in the previous sessions. In particular, Fortune Global 500 and industry-leading companies are actively participating in the CIIE. Many companies will carry out the global and China debuts of new products, new technologies and new services. The exhibits and services will be of globally leading levels.
Second, the expo has been increasingly held in a professional way. Organizers carried out multi-channel precision investment promotion, by holding multiple investment roadshows and supply-demand matchmaking events, pushing exhibit information in a targeted manner, and inviting buyers with purchasing intentions, thus attracting about 400,000 professional visitors to register, and the expo has been further improved in terms of its international, professional, and market-based levels.
Third, the Hongqiao International Economic Forum will be held in a more innovative way. The main purpose is to take into account the different time zones of the world, by adopting a combination of online and offline methods, inviting people from all walks of life in politics, business, education and enterprises to gather on this platform to discuss on the theme of ‘Joint Response to Challenges with Openness and Cooperation for a Shared Future’, in a bid create a high-level forum for global sharing and an international public product.
Fourth, it is more convenient for exhibitors to participate in the expo. In terms of port entry and exit, smart inspection processes have been carried out, by creating “special passages” and “special windows” for customs clearance of exhibits and “special cold storage” for imported exhibits that need cold chains. “Paperless customs clearance” for exhibits was implemented for the first time, with no delay in supervision. For the entrance and exit of the exhibition center, two anti-epidemic ‘filter lines’ have been set up at the entrance and exit, and measures such as integrated security inspection and intelligent temperature measurement have been adopted to enable smart, fast and traceable ID verification. Organizers adopted a new pass management model that features strict back-end verification system and convenient user interface, in a bid to make it easier for exhibitors in applying for passes and ensure security. In terms of transportation, Metro entrances and exits linked to the exhibition center have been opened as more as possible, capacity of Metro line 2 has been adjusted, and traffic has been diverted via Metro Line 17, as multiple measures were used to promote a more balanced passenger flow. The surrounding transportation facilities were optimized as 20 temporary parking lots were set up to provide more than 3,200 parking spaces. A total of 17 shared parking lots were set up, providing about 5,000 parking spaces, together with an intelligent parking reservation system. The CIIE’s transportation tips were released, covering five major sectors: Metro, buses, taxis, shuttle buses and parking lots, to ensure that exhibitors can arrive and leave quickly.
Fifth, service guarantee has been more refined. In terms of catering, the exhibition center has 77 fixed dining spots, 3 temporary food spots, and 19 mobile food trucks, providing halal, vegetarian, Chinese and Western food and other varieties of meals. There are more than 11,000 seats and the maximum daily catering capacity exceeds 16 million sets. In terms of accommodation, the city has released a list of 1,151 hotels and 192,000 guest rooms, implemented the five-fold guarantee of “technology empowerment + worry-free check-in”, and launched fast and efficient services such as “10 seconds to find a hotel and 30 seconds to check in”. In terms of healthcare, the city has identified 33 designated hospitals for the CIIE, and 5 on-site medical points have been set up at the exhibition site, equipped with 12 ambulances, 7 on-site treatment teams, 25 temporary observation and treatment points, and nearly 400 medical staff. In terms of volunteer services, nearly 5,000 “little leaf” volunteers have been on duty, 600 urban civilized volunteer service stations (posts) have been set up throughout the city, and 220 volunteer service teams have been formed.
Sixth, urban environment has been more beautiful. In terms of city appearance and environment, the landscape of the South Square of “Four-leaf Clover” takes the theme of “inclusion and a shared future” and a 360-degree panoramic view shows the wonderful scenery and beauty across the country. Key areas such as People’s Square and Lujiazui will display thematic flowerbeds, and banks along the Huangpu River and Suzhou Creek will stage light and shadow shows. In terms of services, the 42 service sectors across the city will organize events to look for the “most beautiful service windows” in a bid to create services brands. The CIIE elements has been dressed up at the Pudong and Hongqiao airports, and 4 CIIE reception service centers were opened in the arrival areas of the airports. In terms of atmosphere creation, the CIIE-themed Shanghai promotional video has been broadcast on major media, mobile TV and other channels. The city’s major landmark buildings, public transportation places and tools have been used to continuously promote the CIIE, creating a warm atmosphere for the city to welcome the expo.
Seventh, the spillover effect of the CIIE has been even greater. Exhibits sold during the CIIE are subject to 13 favorable policies, including exemption of three types of taxes during the import processes, and allowing exhibitors to apply for temporary licenses for imported special foods, leading to an institutional arrangement. This year, six more supporting measures were added, such as allowing exhibits to be transferred to special supervision areas for cross-border e-commerce business after the CIIE. This year, the 2020 Shanghai City Promotion Convention and the 3rd CIIE Sister Cities Forum will continue to be held to further help investment promotion and precise efforts to lure businesses. The number of “6 days+365 days" trading service platforms built by Shanghai has risen by seven to reach 56 this year, providing a full range of trading promotion services for exhibitors’ quality products to enter the China market. Among them, Greenland Global Commodity Trade Hub has set up 39 national pavilions and introduced more than 80,000 pieces of imported goods. ‘Sub-hubs’ have been established in 12 cities across the country, establishing a nationwide distribution network for imported goods.
In addition, special attention has been paid to the prevention and control of the epidemic, and various prevention and control measures have been fully deployed. The first is to resolutely implement the overall prevention and control strategy to prevent imported cases and avoid a second wave domestcially. A “1+23+6+13” epidemic prevention and control system has been formed (that is, 1 overall prevention and control plan, 23 special plans, 6 epidemic treatment plans and procedures, and 13 technical guidelines and operation manuals). The second is to focus on “365441” to enhance precision prevention and control (Note: 3: focus on the three key priorities of people, exhibits and venue; 6: Keep a close eye on six key issues including entrances to the city, residential areas, logistics, exhibition enter’s doors, event points, and monitoring posts; 5: Implement five measures including full-process closed-loop management, full-chain traceability, full-quantity nucleic acid testing, full inspection access, and comprehensive environmental clean-up measures; 4: Conduct classified management of four types of people, including senior government officials, guests, corporate executives and normal exihibitors and visitors; 4: Create four lines of defense, including borders, cities, regions, and exhibition center; and 1:One bottom line of preventing epidmiec due to gathering by people). The third is to comprehensively consider the seaonal characteristics with high incidence of epidemics in autumn and winter, focus on early-stage prevention, and clarify the responsibilities for prevention and control at all levles. The fourth is to further strengthen early warning and prevention of multiple diseases, consolidate closed-loop management mechanisms, improve nucleic acid detection capabilities, carry out patriotic hygiene campaigns, and implement epidemic prevention measures for imported cold-chain foods to ensure that all products should be inspected and disinfected.
As a pragmatic measure taken by the Chinese government to adhere to reform and opening-up and take the initiative to open up the market to the world, the CIIE has played an increasingly prominent role as the "four platforms" of international procurement, investment promotion, cultural exchanges and open cooperation since it was successfully held for two consecutive sessions. It has provided more market, investment and growth opportunities for all countries, and has thus been widely praised at home and abroad.
Against the background of the global spread of the COVID-19 pandemic, it is of special significance to hold the third CIIE as scheduled, which is conducive to demonstrating the major strategic achievements of China's fight against the novel coronavirus pneumonia and its unswerving determination to advance opening-up in an all-round way. It’s also conducive to accelerating the formation of a new development pattern with domestic circulation as the mainstay and the global and domestic economies promoting and reinforcing each other.
Since this year, the Ministry of Commerce, the Shanghai municipal government and other relevant parties have, in accordance with the general requirements of "Getting Better Onwards ", focused on the goal of building a first-class international exposition to overcome adverse effects, and have comprehensively promoted epidemic prevention and control for the preparations of the expo. At present, overall progress has been smooth, and all preparatory work has been basically completed.
The following characteristics have surfaced in the recruiting enterprise exhibitors:
First, larger exhibition scale. Enterprises from all over the world have participated actively and enthusiastically, with the total exhibition area expanding nearly 30,000 square meters from the previous session. Six exhibition areas have been set up for food and agricultural products, automobiles, technical equipment, consumer goods, medical devices and healthcare, and trade services. In light of the special circumstances this year, the once-again enlarged exhibition area has fully demonstrated that countries around the world have full confidence in China's economy, and that global enterprises are full of expectations for the Chinese market.
Second, higher-quality exhibitors. The Fortune 500 companies and industry-leading enterprises have exhibited stronger willingness to participate in the expo, with 70 percent of previous exhibitors showcasing in this year’s event, exhibition space added 14 percent, and dozens of enterprises signing up for the upcoming three consecutive sessions. Most of the top ten well-known enterprises in the pharmaceuticals, medical devices, dairy, high-end consumer goods, automobiles, industrial electricity, and construction machinery industries will make their brilliant appearance in the expo.
Third, higher-level exhibits. Hundreds of new products, new technologies and new services are expected to be "launched globally and showcased in China" during the third CIIE, and many "hidden champion" companies in their respective niche segments will also make product debuts in China. Exhibitors are paying more attention to booth design and green construction, by introducing more scientific and technological elements and environmental protection concepts. The percentage of special decoration is further raised to 94 percent.
Fourth, more vigorous policy support. On the basis of the previous two sessions, multiple ministries and commissions continue to introduce support policies including tax preferences, customs clearance facilities, and market access. Some government agencies have stepped up enhancing support or formulating new policies, such as introducing even more preferential tax policies to the import exhibits during the expo period and making the policies regular, in a bid to bring more benefits to the exhibitors.
In terms of procurement group invitation and promotion of transaction, the following characteristics have been exhibited:
First, enthusiasm in procurers’ participation. Under the special situation this year, this edition of the CIIE has actively adjusted the scale of exhibitors and participants, narrowing down to inviting only professional audience who have expressed a clear intention of procurement. Nevertheless, procurers from all over the country have been actively signing up for the event, with a total of 39 transaction groups, nearly 600 sub-groups, 112,000 registered organizations and 400,000 people expected to make it to the event.
Second, strong purchasing power of procurers. Among the registered procurers, the number of those with an annual turnover of more than US$1 billion hit 2,238, and the number of those with annual import volume of more than 100 million US dollars reached nearly 1,400. Procurers have greater demands for all kinds of exhibits and services, among which technical equipment, automobile and service trades are among the most-watched sectors.
Third, further-optimized procurer structure. From the perspective of industry structure, manufacturing, wholesale and retail enterprises ranked the top three among all registered purchasers, accounting for 30.6 percent, 16.0 percent and 8.2 percent respectively, which highly accords with the industrial breakdown represented in the expo. From the perspective of geographical distribution, the Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei regions remain the main sources of professional audiences, accounting for nearly two-thirds of the total. Based on the nature of enterprises, some 53,500 domestic companies are private-run businesses, claiming 62.5 percent of the total.
Under the theme of ‘Joint Response to Challenges with Openness and Cooperation for a Shared Future’, the Hongqiao International Economic Forum will discuss topics on global economic and trade cooperation under the normalization of epidemic prevention and control, contribute the "Hongqiao Voice" to the rest of the world, and create an international public platform for global sharing.
At the same time, many countries, through their respective trade promotion agencies or embassies and consulates in China, have actively supported their enterprises to participate in the exhibition with high-quality products. Some have even planned to leverage the official website of the CIIE to promote their industries, cultures, tourism opportunities online. Agencies of some countries in China are scheduled to hold a series of economic and trade forums and investment promotion activities to deepen bilateral cooperation.
In addition, building on the basis of "intangible cultural heritage and time-honored Chinese brands" from the previous edition, the third CIIE will increase the display of national-level pedestrian shopping streets, Chinese tourism and other cultural exhibition projects. Italy will bring to the event its first exhibition highlighting overseas cultural exchanges, which is expected to show the combined 55 World Cultural Heritage sites recognized by the UNESCO.
In terms of exhibition services, the following work has been carried out:
First, enhance exhibition services. Based on exhibitor types and characteristics, professional service teams have been established with dedicated personnel being assigned to follow up on the respective needs of the exhibitors. Second, improve catering services. A mobile app access point featuring "Catering Reservation" has been set up to enable "convenient online ordering, quick offline pick-up" of meals, all in an effort to minimize long lines and enhance dining experience. Third, optimize direct guides and road signs in the venue. The organizers have fully explored the potential of the exhibition site, upgraded the intelligent query service, and enhance the coverage and visibility of temporary road signs and direction guides at the venue.
Always putting epidemic prevention and safety in the first place and adhering to the bottom-line thinking, organizers have introduced precise management measures to firmly promote the epidemic prevention and control work. Since the resumption of exhibitions on July 1, the National Exhibition and Convention Center has facilitated the holding of 33 exhibitions, receiving a total of nearly 2.5 million visitors. All exhibitions have been carried out smoothly and orderly, with no COVID-19 cases being reported on site. Through the dozens of large-scale exhibitions already held, the convention has accumulated rich experience in the on-the-spot prevention and control of the epidemic. Currently, the National Exhibition and Convention Center has implemented closed-off management, and will make every effort to ensure the health and safety of personnel, goods and venues at the CIIE based on the general and special epidemic prevention and control work plans of the Center.
