“Quality Development, Quality Life” Series Municipal Government Press Conference -Songjiang District
The Information Office of Shanghai Municipality held the 11th “Quality Development, Quality Life” Series Media Briefing today (September 15), during which Cheng Xiangmin, Secretary of the CPC Songjiang District Committee introduced Songjiang District’s economic and social development in recent years. Li Qian, Deputy Party Secretary and district chief, Shen Xuefeng, director of Songjiang District Development and Reform Commission, Chen Rong, director of Songjiang District Economic Commission, Zhao Hongwei, director of Songjiang District Science and Technology Commission, and Jin Dongyun, director of Songjiang District Culture and Tourism Bureau, attended the press conference and jointly answered questions from reporters.
Songjiang, the gateway to the southwest of Shanghai, enjoys the reputation of “Roots of Shanghai”. It is an important carrier of ??Shanghai’s initiative on a global science and innovation center and where the G60 Science and Technology Innovation Corridor in the Yangtze River Delta starts. It has a total area of ??604.6 square kilometers, a population of 1.996 million and 190,000 market entities. It has a national economic and technological development zone, a national comprehensive bonded zone and the Sheshan National Tourism Resort, as well as 13 universities with more than 100,000 teachers and students.
Since the 13th Five-Year Plan period, Songjiang has been adhering to the new development concept, with the goal of high-quality construction of a modern Songjiang with themes on “Sci-tech innovation, Culture, and Eco-friendliness,” while striving to promote the construction of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta, the National New Urbanization Comprehensive Pilot Area, the Songjiang culture as well as tourism industries across the district. Thanks to the unremitting efforts, the G60 Science and Technology Innovation Corridor has become an important national strategic platform for the integration of the Yangtze River Delta. The district has been awarded as one of the first batch of national global tourism demonstration areas and national agricultural green development pioneer areas. It has won the national comprehensive governance “Changan Cup” award for three consecutive years. People’s sense of well-being, sense of gain and sense of security have been significantly improved.
Always uphold the new development concept, and deliver on the important mission of pioneering the path of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta
The district focused on the new development pattern, and strived to be a pioneer in practicing the new development concept. It developed the G60 Science and Technology Innovation Corridor for the Yangtze River Delta, and created six new highlands including those of quality standards, industry-finance integration, and advanced manufacturing. It was rated as a typical case of supply-side structural reform by the State Council and included in the “Outline of the Yangtze River Delta Regional Integration Development Plan”. The district is making every effort to build the G60 Science and Technology Innovation Corridor, which serves as an important engine for high-quality development in the Yangtze River Delta, a demonstration corridor that leverages science and innovation to shift “Made in China” towards “Created in China”, and a pilot corridor for the integrated development of industries and cities. Songjiang strives to become a central hub of domestic circulation system under new development pattern, as well as one of the strategic links in the dual circulation system domestically and globally. Local fiscal revenue increased by 14.4% annually from 2016 to 2019, and the growth rate and total amount from January to August this year are among the highest in the city. The district’s GDP grew at an average annual rate of 12.2% over four years. The structure has been continuously optimized. Compared with the beginning of the 13th Five-Year Plan period, the proportion of taxes from the manufacturing sector against total taxes rose from 35.9% to 48.5% last year (excluding tax cuts and fee reduction factors), and the proportion of real estate-related taxes dropped from 32.4% to 24.9%. Momentum continued to improve. The average annual growth rate of industrial fixed investment in four years was 38.9%. From January to July this year, the investment increased by 26%, as the total amount ranked among the city’s leading pack. Market players were growing rapidly. The number of high-tech enterprises has doubled in three years, and this year the total number will exceed 1,400. From January to August, the output of industrial companies above designated size and total imports and exports led in the city, and contracted foreign investment increased by 25%.
The district leveraged innovation as the leading driving force, and strived to be the pioneer in technological and industrial innovation. On one hand, it strengthened the stability and competitiveness of the industrial chain, and built a world-class advanced manufacturing industry cluster. The district focused on “6+X” strategic emerging industries including integrated circuits, artificial intelligence, and biopharmaceuticals. The district is home to 172 integrated circuit-related companies, 817 artificial intelligence-related companies, and 181 biopharma-related companies. The AST large silicon wafer project was put into trial operation, and the 12-inch-wafer high-pixel image sensor pilot project was put into production, with an aim to address the weakness in the country’s integrated circuit industry chain. The district made great effort to promote the construction of the G60 brain intelligence technology innovation base. It introduced Tencent’s 45-billion-yuan Yangtze River Delta AI supercomputing center, Evergrande’s 65-billion-yuan New Energy Automotive Global Research Institute, as well as several 10-billion-yuan projects such as OEM headquarters and motor manufacturing facilities, with total planned investment exceeding 300 billion yuan. The district built the country’s first national-level industrial Internet-based new industrialization demonstration base. The district established a “1+7+N” industrial alliance among nine cities, and jointly established a G60 large aircraft supply chain cultivation system with COMAC, and nearly 1,000 companies were included in the supplier pool.
On the other hand, the district strengthened the independence and controllability of the innovation chain, and significantly improved the abilities to develop core technologies. The district cooperated with the world’s top institutions, including the Center for Excellence in Brain Science and Intelligence Technology, Cohen Laboratory, YouTu Laboratory, Evergrande New Energy Automotive Global Research Institute, and low-carbon technology innovation functional platform to foster new breakthroughs in key technologies, such as small and medium-sized aeroengines, high-end servers, 5G communications and anti-epidemic drugs. The intensity of investment in R&D increased from 3.6% when the G60 Science and Technology Innovation Corridor was launched to 4.3% now, and the investment by enterprises accounted for 89.2% of the total. Enterprises in the district participated in the revisions of 383 international, national, and industrial standards. The number of invention patents per 10,000 people doubled in four years.
The district focused on marketization and rule of law, and strived to be a pioneer in system innovation and system supply. The Ministry of Science and Technology of the People’s Republic of China took the lead in forming the working mechanism of the G60 Science and Technology Innovation Corridor and will unveil the development plan soon. The district strengthened the free flow of science and innovation elements within the nine cities, created a world-class business environment, and continued to promote the construction of the G60 Science and Technology Innovation Corridor in the Yangtze River Delta. The high-quality development of the nine cities has been showing a strong momentum. The district strived to create a vibrant industrial innovation ecosystem. It promoted a multi-level capital market to support the high-quality development of advanced manufacturing, built a service base for the Shanghai Stock Exchange, piloted the central bank’s G60 “entrepreneurship and innovation” bonds, ensured the implementation of the central bank’s “15 financial measures”, and helped launch the SSE G60 composite index and constituent index. There are 347 listed companies in Songjiang, among the leading pack in the city. The district created an efficient and convenient government service ecosystem. It focused on the construction of “two networks”, and it was selected by the State Council as the pilot area for the unified online government services in the Yangtze River Delta. The district created a talent development ecosystem favored by everyone. It took the lead in establishing 21 Party organizations in industrial clusters. The district issued 18 talent development measures. At present, the district has gathered more than 10,000 urgently needed talent, 27 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, 5 foreign academicians and 168 leading experts that have been selected into the national talent plans.
Strengthen the self-confidence and responsibility of the “Roots of Shanghai” culture, and build a cultural city with a rich history and civilization in a new era
The construction of humanistic Songjiang was further advanced. The district implemented the Humanistic Songjiang Three-year Action Plan, and accelerated the construction of 31 key projects. The Humanistic Songjiang Activity Center and the Yunjian Hall have wrapped up basic construction. Seventeen of the 22 venues including the Guangfulin Cultural Exhibition Hall and Fulin Yinji have been completed. And the Guangfulin Archaeology Site Exhibition Hall will open at the end of September. The Humanistic Songjiang Works Research Institute was established, and the historical drama “Dong Qichang” successfully premiered. Gu Embroidery was included in the National Intangible Cultural Heritage List. The district was awarded the China Calligraphy City to improve its influence as the home to Lu Ji’s Ping Fu Tie. The Songjiang Calligraphy Exhibition was held in Shanxi and Beijing. The district made great effort to plan and build cultural landmarks like “Lu Ji-Lu Yun Reading Station”. It compiled “One Classic and Six Histories”, and embedded the historical and cultural heritage of the “Roots of Shanghai”.
The construction of Shanghai’s science and technology film capital has been accelerated. Based on the heterogeneous dual-core development concept of “Technology Innovation Core” and “World Window”, the overall development plan of Shanghai Science and Technology Film Capital was formed. The Songjiang Workstation of the Shanghai Film and Television Copyright Service Center was established, and 16 upgraded policies were issued to promote the development of the film and television industry. The district is home to more than 7,000 film and television companies, accounting for one-third of the country. This year, 707 film and television companies were newly introduced, a year-on-year increase of 146.3%. Huace Yangtze River Delta International Film and Television Center and other projects have started construction. The district strived to promote the construction of the second phase of Shanghai Film and Television Park and Haopu Film and Television Base, in a bid to create new cultural landmarks in Shanghai.
The district’s tourism industry staged various highlights. In 2019, the district received 21 million tourists, and key hotels received 372,800 guests in MICE events. Shanghai Sheshan National Tourism Resort was awarded the “Demonstration Zone for the Establishment of Famous Urban Ecotourism Brands”. Chenshan Botanical Garden is the largest botanical garden in East China.
InterContinental Shanghai Sheshan Shimao with the lowest altitude in the world is known as the “World Architectural Miracle” and has become a hot travel destination online. The Sheshan International Half Marathon and Chenshan Grassland Music Festival were held regularly. The district continued to promote rural tourism projects such as the Yunjian Wushe Pastoral Complex, Mudan Country Park, and ‘Where Huangpu River starts” Water Culture program, thus writing a new chapter of “seeing green mountains and clear waters from afar, and taking a close look at the humanistic culture.”
Adhere to the "Two Mountains Theory" and build an ecological city featuring the harmonious Coexistence between man and nature
The district has made every effort to build the Punan Green Development Zone. Songjiang has accelerated the integration of urban and rural development by promoting the construction of Punan green development zone. Consequently, the satisfaction rating by third-party agencies on the level of rural revitalization has ranked among the top citywide. The Longgang Town has been listed by the Ministry of Agriculture as one of the ten models of beautiful countryside construction cases in China and a demonstration village of "one village, one product" in the entire country. The district has completed a new round of 2,330 households who have agreed to live in a relatively concentrated manner, while the Huangqiao Village was listed as a dual pilot zone for being both a demonstration village and homestead reform. Autumn grain yield per mu ranks among the highest in the city, and "Songjiang rice" has been awarded the only recognized rice label based on geographical location. The district has also deepened the reform of family farms and the pilot reform of rural land system in China, exploring the entry of rural collective construction land into the market and leasing 10 pieces of land. It also planned the construction of Mihu Fair to create a benchmarking project for rural revitalization on the integration of "agricultural creation and agricultural tourism". The district has promoted the collective economy to participate in the construction of gas stations and achieved the full coverage of social insurance of the rural area, with farmers in 14 subdistricts and townships receiving an accumulated dividend of 1.998 billion yuan. A total of 29,000 households of natural gas were connected to the rural areas in Punan.
The district has gone to great lengths to protect its lucid waters and lush mountains. Over the past four years, the district has demolished more than 20 million square meters of unapproved construction projects, as well as industrial enterprises spanning 78.95 square kilometers of Huangpu River’s Secondary water source conservation zones. The average PM 2.5 concentration in 2019 was 38 micrograms/cubic meters, down 24% from 2016. The number of days with good air quality throughout the year reached 296. Water quality of rivers ranked at the forefront of the city, and the construction level of national ecological water resources scenic spots has been further improved. With 515 residential districts completing the upgrade of rain and sewage diversion, the district has basically wrapped up the centralized treatment of rural domestic sewage, and successfully established Shanghai Municipal Solid Waste Classification Demonstration Zone. By the end of 2019, the region’s forest coverage rate reached 16.41%, and the monitoring of city appearance and environmental quality has ranked top among suburban districts for 14 consecutive years.
4. Adhere to the idea of people-centered development idea and build a high-quality modern Songjiang featuring "science and innovation, humanity and ecology".
The district has planned the construction of the "Songjiang New City" from a high starting point. With "Songjiang Hub" featuring 9 platforms and 23 lines as the strategic pivot, the district has mapped out an overall layout of "one corridor, one axis, five belts and four areas" and vowed to build the Songjiang New City into a comprehensive node with radiation effect in the Yangtze River Delta region’s city cluster. The district has promoted the nine cities along the G60 Science and Technology Innovation Corridor to gather and share science and technology knowledge, optimize the division of labor, coordinate and complement each other, and form new growth points and growth poles to drive urban development.
The district has continued to construct a comprehensive transportation system featuring "the Integration of Four Networks”. The construction of Shanghai-Suzhou-Huzhou High speed Railway has kicked off, the Shanghai-Kunming Railway has started synchronized southward extension, and the plan and design of "Songjiang Hub" is set to invite international bidding. The westward extension plan of metro Line 12 has basically been set on stone, and the tram lines T1 and T2 have gone into full operation. The district has witnessed the opening-traffic of G60 Wenxiang Road Gateway, the connection of 12 inter-district roads and dead-end streets, and the official completion of the main bridge of the newly-built Lingang Bridge. Since the 13th Five-Year Plan period, some 27,000 public parking spaces have been added.
The district has strived to satisfy people's aspirations for a better life. In the past four years, some 58 old neighborhoods spanning 3.42 million square meters of old city blocks have undergone transformation, benefiting some 38,000 residential households. The district has devoted more efforts to raise funds for the construction of old and resettlement housing, creating 24,000 resettlement housing units for 16,000 residents. A total of 6.4 billion yuan has been spent over the past four years to raise the social security level for groups such as the aged population whose land are acquired by the government, elderly farmers and elderly urban residents, and the increase in disposable income of urban and rural residents has been in the forefront of the city for three consecutive years. Since the 13th Five-Year Plan period, 67 schools have been built to create a new highland of basic education around the Songjiang University Town and eliminate the large-size classrooms from the starting grade of compulsory education. The reform of Songjiang Public Hospital has been chosen as an advanced case of supply-side structural reform by the State Council, and has been awarded "Ten Innovative Measures of Shanghai’s Medical Reform" for two consecutive sessions. The district has improved the "1+N" system of public health emergency management, upgrade the district’s central hospital to a Grade III Level B hospital, pragmatically promoted key cooperation projects with Shanghai Jiao Tong University’s Medical College, and started the construction of the college’s Research Institute in Songjiang. Life expectancy of registered population in the district is 84.05, while maternal mortality rate is zero, both of which have reached the level of the most developed countries and regions in the world.
