Press Release for Media Briefing of the Shanghai Municipal Government on September 10, 2020

The Information Office of Shanghai Municipality held a media briefing today (September 10), during which Hu Weiguo, Secretary of the CPC Jinshan District Committee, introduced Jinshan District’s economic and social development in recent years. Liu Jian, Deputy Secretary and District chief, Zhu Aiping, Party Secretary of Jinshan District Science and Technology Committee, and Wu Jingping, director of Jinshan District Health Commission, attended the press conference and jointly answered reporters’ questions.

Jinshan is located at the southwest gateway of Shanghai, and is within “one-hour economic circle” with more than half of the cities in the Yangtze River Delta. In recent years, Jinshan District has conscientiously implemented the important concept of “People’s city developed by the people and for the people,” and strived to become an important carrier for the “Shanghai manufacturing” brand, the pilot area for the rural revitalization strategy, and a bridgehead for higher-quality integrated development in the Yangtze River Delta. The district promoted high-quality development, created high-quality life, and implemented high-level governance. The increases in main economic indicators were higher than the average levels of the city, and the people’s sense of gain, happiness, and of security continued to improve.

Sticking to the positioning of the carrier, and the reputation of the “manufacturing brand” is constantly highlighted

Jinshan adhered to the concept of leveraging strong manufacturing to bolster the district, while striving to promote the development of advanced manufacturing and strategic emerging industries. The priority was to play three trump cards.

First, playing the trump card of “industrial transformation”. The district took industrial transformation and upgrading as the foundation for promoting a “manufacturing brand”. On the one hand, it adhered to the development of industrial clusters, and strived to build four industrial clusters including new-generation information technology, life and health, high-end intelligent equipment, and new materials, with an output value of nearly 100 billion yuan. For example, the district focused on promoting the development of EverDisplay Optronics, a manufacturing and R&D company of AMOLED displays. The total investment of the two phases of the project is 34.33 billion yuan and the planned annual output value is 12.9 billion yuan. At the same time, the district focused on extending the industrial chain, striving to develop upstream R&D and manufacturing and downstream smart terminal manufacturing for the new display industries, and has introduced and cultivated 12 upstream and downstream enterprises in the industry. On the other hand, the district focused on expanding the space capacity, increasing the intensity of land output and the economic density of the park, and accelerating the secondary development of inefficient land and the revitalization of idle factories. For example, the district cooperated with Warburg Pincus, a leading global private equity investment company, to promote the construction of a single-block land transformation project, Warburg Pinshan Smart Industrial Park, with a total investment of US$1.5 billion and an annual output value of 20 billion yuan, revitalizing the industrial land stock of 1,466 mus.

Second, playing the trump card of “scientific and technological innovation”. The district took scientific and technological innovation as the driving force to promote the “manufacturing brand”. It responded to the construction of Shanghai Science and Technology Center, by formulating a three-year action plan to accelerate the construction of an important carrier of Shanghai Science and Technology Center, and proactively support the construction of various innovative platforms and carriers. For example, the district accelerated the construction of the Shanghai Bay Area Science and Technology Center, strengthened cooperation with Research Institute of Advanced Equipment with Tsinghua University, Yangtze Delta Region Research Institute of Tsinghua University, China Academy of Science and Technology Development to form a mode of “One Center, One Base, Eight Platforms”. In the first year of operation, the area introduced 508 projects, and posted tax revenue of over 100 million yuan. For example, the district vigorously promoted the construction of the East China Drone Base, explored the establishment of “a base and 7 centers” of the UAV industry ecosystem, signed with 65 aviation companies and served 212 UAV companies, with a total of 32,293 flights. It became the first drone operation base in East China covering multi-scene airspace. For example, the district established the SCIC, with 15 projects and a total investment of 7 billion yuan.

Third, playing the trump card of a good “business environment”. The district leveraged the business environment to promote the “manufacturing brand”. In accordance with the principles of “least approval, best process, smoothest system, most flexible mechanism, highest efficiency, best services”, the district strived to become one of the areas with the best business environment in the city. For example, the district continuously optimized policies, and formulated 10 financial measures to serve the real economy and 40 measures to promote high-quality development of the real economy to ease the burden and provide momentum for enterprises. For example, the district constantly optimized government services, thoroughly promoted the unified online government services, fully implemented the “comprehensive window” system, proactively promoted the “end-to-end services”, and explored the introduction of “services in advance” to significantly cut links, reduce time and materials, and lower the number of on-site visits, with the approval time being cut by 66%. For example, the district constantly optimized the mode of attracting investment, and doing everything possible to lure investment. In over two years, the district signed a total of 508 manufacturing projects, with a total investment of 39.6 billion yuan. There were 37 key projects with investment intention, with a total planned investment of nearly 30 billion yuan.

2. Sticking to the position of the pilot area, and rural revitalization saw continuous improvement.  

Jinshan is a large agricultural area in Shanghai. We adhered to the construction of “three 100 miles” to work out a path of rural vitalization for a mega city with Shanghai characteristics, and Jinshan features. The efforts were mainly made in three aspects.

First, the district did a solid job of “make agriculture stronger”. It took the lead in the city in the development of the national modern agricultural industrial park, the national organic product certification demonstration zone, and the national rural industry integration and development pilot demonstration zone. The district sped up the promotion of urban modern agricultural and green development, by vigorously building core brands of agricultural products like grapes, peaches, berries, and melons. It has won 8 national gold awards, thus creating Shanghai’s first all-category agricultural products regional public brand – “Jinshan taste”. More than 30 kinds of Jinshan high-quality agricultural products were introduced into Hema Fresh, Dingdong Maicai, and other e-commerce platforms, as well as Jiuguang, Bailian and other large-scale shopping malls. The district has introduced 23 leading enterprises in agricultural industrialization. Among them, Xinbohai’s “central kitchen” has an annual processing/production and distribution capacity of 40,000 tons, with the annual output value of nearly 400 million yuan. The district further promoted the construction of the “One Belt, One Park, Five Zones” leisure tourism cluster area, which received 8.52 million visitors in 2019, an increase of 13.3%.

Second, the district did a solid job of “making the countryside more beautiful”. It took the good ecological environment as the greatest advantage and wealth of the countryside, and sped up the construction of a beautiful countryside that complements the modern international metropolis. In the terms of beautifying the environment, the district made great efforts to develop the model “beautiful countryside”, created “one park in one village” and successfully created 15 city-level beautiful demonstration villages, 7 national beautiful leisure villages, while developing 9 city-level revitalization demonstration villages. In terms of landscape, the district accelerated the construction of the pastoral complex. Jinshanzui fishing village successfully created a national AAAA-class scenic spot. Langxia country park, Caojing country park, Luxiang Fruit Park, Zhujing ecological park and other projects were steadily. In terms of culture, the district carried out “five hundred” rural cultural identification projects. It has identified 100 cultural celebrities, 111 folk tales, 46 local feature stories, and 40 cultural places. It has successfully held the Jinshan farmers’ painting exhibition in Tokyo, and it has been successively named “China’s folk culture and art town.”

Third, the district did a solid job of “making farmers richer”. The district focused on improving farmers’ income as the fundamental priority of rural revitalization, while drafting a package plan to promote farmers’ income growth. The per capita disposable income of rural residents in the whole region was 31,336 yuan in 2019, an increase of 9.5%. The district insisted on promoting employment and entrepreneurship to increase people’s income, and successfully created the city’s only national pilot area of the incentive plan for new-type professional farmers. It has cultivated and identified 6,538 new-type professional farmers, and was selected as a model county nationwide for rural entrepreneurship and innovation. We adhered to the protection of asset rights and interests to promote people’s income, by taking the lead in exploring reform to separate land ownership, contracting rights, and management rights. We completed the city’s first land management right mortgage. At the same time, we actively explored the development model of village-level funds, and activated 1.44 billion yuan in “precipitated funds”, with income dividends covering people in all 124 villages.

Sticking to the positioning of “bridgehead”, playing an increasingly role as a connection point

Jinshan is a bridgehead connecting the Yangtze River Delta with the southwest of Shanghai. We proactively promoted the integrated development of the adjacent areas of Shanghai and Zhejiang, and strived to become an important connection point around Hangzhou Bay, and a demonstration zone for the integrated development between Shanghai and Zhejiang. The three priorities are as follows:

First, the district focused on regional development. It took the initiative to be integrated into the strategy to expand Hongqiao international open hub to the south, as the southern coastal area, the northern Tingfeng region, and the central “Idyll Five Towns” played an increasingly important role in driving the growth of the entire region. For example, we accelerated the development of coastal areas, and reclaimed 3,866 mus of land, with the work to be completed by the end year. Meanwhile, we continued to bolster Jinshan City Beach as a name card to hold a series of major events, including the international sand sculpture exhibition, international music and fireworks festival, beer festival, and Triathlon. The average annual number of visitors reached 1.5 million. For example, we accelerated the promotion of the joint development of the Tingfeng area. The contract of Legoland was signed, and construction will start in the second quarter of next year. The second Wanda commercial complex in Jinshan will be landed in Fengjing Town.

Second, the district focused on construction of key platforms. We accelerated the construction of various functional platforms linking the Yangtze River Delta. For example, we continued to promote the construction of the Yangtze River Delta Science and Technology City and explored the establishment of a cross-provincial integrated innovation pilot area in accordance with the principles of “unified planning, unified construction, unified management, unified investment and unified operation”. For example, we proactively promoted the revitalization and revival of old brands, by establishing the debut platform for Shanghai’s old brands, old brand enterprise alliance in the Yangtze River Delta, and old brand revitalization base in the Yangtze River Delta. The innovation practice base of old brands in the Yangtze River Delta was also officially unveiled.

Third, the district made good efforts to seek collaboration in key areas. We comprehensively deepened cooperation with the cities around the Yangtze River Delta, and the areas participating in joint development continued to expand. For example, we accelerated the integration of transportation. Three inter-provincial roads started construction, and 6 cross-provincial bus lines started operation. For example, we also strengthened coordinated social governance, and improved a mechanism to promote safety together with adjacent areas. Coordinated moves were also taken to ensure law enforcement on environmental protection, deal with emergencies, and prevent and control infectious diseases. For example, we promoted real-time sharing of medical resources, and took the lead in enabling cross-provincial real-time healthcare spending settlement. More than 120,000 people enjoyed the real-time healthcare payment settlement between Jinshan and Jiaxing.

Jinshan has always adhered to the concept of “people first”, and has boosted spending in people’s livelihood from 10.7 billion at the beginning of the 13th Five-Year Plan period to 13.8 billion yuan this year. In the field of education, the district has invested 10 billion yuan over two years, and has introduced well-known schools such as WFL Education and Hangzhou Bay Bilingual School. We proactively promote high-quality and balanced development of national compulsory education. In the field of public health, the district has nearly built or renovated five medical institutions, such as the district central hospital, and a new project has been launched for the district CDC. We have accelerated moves to support Jinshan Hospital to build itself into a top-tier hospital. At the same time, we also stepped up efforts to develop the urban medical complex, as Jinshan Hospital and other three district-level general hospitals have established partnerships with city-level top-tier hospitals. Leading experts from Zhongshan Hospital, Huashan Hospital, Children’s Hospital, Longhua Hospital went to Jinshan to provide consultations so that residents here could enjoy high-quality medical resources.
