“Quality Development, Quality Life” Series Municipal Government Press Conference-Jiading District
The Information Office of Shanghai Municipality held the ninth “Quality Development, Quality Life” Series Media Briefing today (September 8), during which Lu Fangzhou, Secretary of the CPC Jiading District Committee, introduced the economic and social development of Jiading District in recent years. Gao Xiang, deputy Secretary of the CPC Jiading District Committee and district chief, Zhu Jianmin, director of the Jiading District Development and Reform Commission, Cai Ning, director of the Jiading District Economic Commission, and Zhu Weiqiang, director of the Jiading District Agricultural and Rural Committee attended the press conference and answered questions from reporters.
Jiading is a famous historical and cultural town at the south bank of the lower reaches of the Yangtze River, as well as a science satellite town and an international automobile town. In recent years, Jiading District has proactively delivered on the important philosophy of “The People’s City developed by the people and for the people”, accelerated the construction of a new modern city with innovation vitality, integrated development, and sufficient humanistic charm, striving to seek the benefits for people and make the life better. In 2019, the added value of the whole district reached 260.81 billion yuan, nearly double that of 2010; the per capita disposable income of urban and rural residents was 58,277 yuan, an increase of 1.4 times compared with 2010.
Persisting in transformation and upgrading, as the endogenous driving force of economic development continues to increase
The district focused on the strategic positioning of Shanghai’s “four major functions” to expand and enhance its three core functions, namely the key platform for high-end manufacturing, the important functional area for the science and technology innovation center, and the key hub in the Yangtze River Delta.
First, strengthening distinctive advantages. Automobile is Jiading’s pillar industry (“76543”, which means 70% of output value, 60% of sales, 50% of GDP, 40% of employment, 30% of taxation). Driven by the automobile industry, the district has gradually become a major industrial town and manufacturing area in Shanghai. Its economic strength ranks among the top in the city (in 2019, the three indicators of added value, total fiscal revenue, and total industrial output value of companies above designated size ranked first among all suburban areas). At present, Jiading is speeding up to build a world-class automobile industry center, striving to achieve more than 1.2 trillion yuan in total output value (revenue) of the entire industry chain by 2025.
Second, stepping up efforts to develop new growth drivers. The district made great efforts to foster the “new four modernizations” in the automobile industry, smart sensors and the Internet of Things, high-performance medical equipment and precision medicine, and online new economy, with a good foundation and momentum (Since 2015, high-performance medical equipment and precision medicine, integrated circuits and the Internet of Things, new energy vehicles and automobile intelligence have realized an average annual growth rate of 17.2%, 26.7% and 16.9% respectively), which was mainly reflected in the following three aspects. There are many high-quality enterprises gathering in the district, which attracted nearly 100 leading enterprises such as Volkswagen MEB, ComNav Technology, United Imaging, and Wangsu Science and Technology to settle down. There are quite a few special industrial parks in the district, which has formed a “3+16” development pattern (3 municipal-level special industrial parks, 16 district-level industrial parks). There are a series of policies that supported industrial growth. Last year, the district unveiled supporting measures in the fields of hydrogen fuel cell vehicles and smart sensors. This year, high-performance medical equipment and precision medical industry will be offered supporting policies. The aim is to help the “new four modernizations” of automobiles, smart sensors and the Internet of Things, high-performance medical equipment and precision medicine industries to have output of over 100 billion yuan each, and the scale of the new online economy to double.
Third, strengthening the leading role of science and technology. By leveraging the opportunity of developing an important platform for the science and technology innovation center, the district strived to develop itself into a “key originator of innovative technology, a distribution hub of innovation factors, and a platform to transform innovation achievements” in the Yangtze River Delta urban agglomeration. In terms of the source of innovative technology, there are 1,400 high-tech enterprises and 228 city-level science and technology ‘little giant’ enterprises in the district. In 2018, the proportion of social R&D investment against GDP reached 6.72%, which was higher than the city’s 4.16% and the country’s 2.19%. In terms of the transformation of innovation achievements, the district strengthened cooperation and linkage with universities, research institutes and other institutions to create two 100-billion-yuan-level science and technology parks via university-district and institute-district cooperation. In terms of the distribution hub for innovation factors, the district boosted innovation collaboration on a larger scale. It teamed up with Suzhou and Wenzhou to jointly hold the Yangtze River Delta Science and Technology Trade Fair (last year, the 2nd Science and Technology Trade Fair attracted 13 exhibitors from Yangtze River Delta cities, and this year efforts will be made to attract 27 central cities in the Yangtze River Delta to join). The district cooperated with Wuxi, Hangzhou and Hefei to build a super pilot test center that integrates sensing, storage and computing in the Yangtze River Delta.
Fourth, improving government services. The district comprehensively leveraged “online + offline” service methods, and unswervingly promoted the optimization of the business environment. In terms of online services, by relying on the exclusive corporate website and credit platform to improve targeted services, the district launched the city’s first district-level industrial project full-process service “visualization” platform, thus effectively shortening the full-process cycle of industrial projects from access to completion. In terms of offline services, the district has largely integrated over 600 government service items from 31 functional departments, and established an unfiled government service mechanism for one-stop services for companies and citizens.
Fifth, strengthening measures to maintain growth. The district focused on “three promotions”. First, promoting investment. In the first half of the year, fixed asset investment increased by 30.5% year on year, of which industrial investment, real estate investment and infrastructure investment increased by 20.2%, 9.2% and 2.8 times respectively. Second, promoting consumption. Jiading is not only a strong manufacturing area, but also a large commercial area (the total sales of goods in 2019 was 688.76 billion yuan). The district gave full play to the unique advantages and made combined efforts to promote consumption. For example, on top of implementing subsidies for new energy vehicle charging fee and subsides for vehicle replacement with regard to the National VI standards, and organizing 4S brand outlets to have promotions and new car launches, SAIC Volkswagen launched the “818 Golden Autumn Car Buying Festival”, targeting companies registered in Jiading District and their employees, with a special discount of up to 15,000 yuan. Third, promoting investment. Many large-scale investment promotion activities have been held this year, and 215 projects have been signed in a collective way, with a total investment of over 80 billion yuan. From January to July, there were 12,911 newly registered enterprises in the district, a year-on-year increase of 23.0%, of which July saw a rise of 31.4% year on year.
Adhering to the principle that “people’s interests come first” and continuously improving people’s living quality
The district has been adapting governance to citizens’ expectations and sparing no efforts in building a city and lifestyle full of humanity and culture, to which end it has done great work in following aspects.
First, urban functions have been greatly improved on the basis of integrating the development of both old and new urban areas. The new urban area development focuses on city-industry integration and favorable work and living environment. After a dozen of years’ development and construction, an array of high-quality facilities and landscapes have been built, including Northern Branch of Ruijin Hospital, High School Affiliated to Shanghai Jiaotong University (Jiading), Shanghai Poly Grand Theatre, Shanghai Citizen Sports Park, Yuanxiang Lake, Ziqidonglai Landscape, Round-the-City Forest Belt and Shigang Pond. In particular, these landscapes create an ecology featuring linking forests and river-lake networks with blossoming lotus surrounding the whole city. Core area of Jiading New City has attained a greenery coverage ratio of 40%, gaining the honor of “China’s Top Ecological and livable City” for Jiading. The old urban area development focuses on facility upgrading and rejuvenating. Protection and restoration of historical cultural sites has been enhanced and historical cultural resources have been developed and enriched. For instance, Inner and outer circles of footpath along the moat of Jiading city were re-connected in 2018, and this is the only one well-preserved ancient moat channel with practical functions in Shanghai.
Second, the Strategy for Rural Revitalization has been fully implemented, whereby rural area has been planned as essential resource for urban development, and measures are taken according to local conditions. The rural area with strong industrial foundation is fostered as prosperous industrial hub, the rural area with cozy environment an ecological and livable habitat, and the rural area with good administration a demonstration of effective governance, ensuring that each individual village showcases its pride of blossom. For instance, Lianyi Village in Huating Township, with joint efforts from a functional state-owned enterprise administrated by Shanghai municipality, has newly built rural residences featuring courtyards with white walls, dark tiles, surrounded by rivers flowing under bridges and fields, which is the authentic, harmonious layout of traditional water towns in Southern China, a good practice integrating ecological landscape and favorable living conditions. As for now, the settlement houses for 187 rural households in phase one are expected to be finished by end of 2020 and delivered before the traditional Chinese Spring Festival in 2021. The goal set for 2022 is that 10 Rural Revitalization model villages and 20 Beautiful Countryside model villages at municipal level shall be constructed, leaving other villages to be constructed subject to municipal model village standards during the Fourteenth Five-Year Plan Period.
Third, ecology and environment has been greatly improved by continuous efforts in preventing and controlling pollution and building a more beautiful, livable city. On the one hand, ecological space has been largely extended. During the Thirteenth Five-Year Plan Period, tens of hundreds of pieces of parks, green land and forest land have been built, attaining a forest coverage ratio of 15.7% in the whole Jiading District and greenery coverage ratio of 38.5% in constructed area respectively and a 17.7-square-meter per capita park or green land area, which is above the municipal average level. On the other hand, Waste Sorting initiative has been carried forward. In the first half of 2020, Jiading ranks No. 2 among all districts under Shanghai municipality in terms of Waste Sorting achievement, with “Excellent” municipal assessment results for all townships under Jiading District. In addition to that, Jiading District has strengthened its terminal handling capacity for Waste Sorting, for which purpose a renewable resource recycling center was built in 2017, a wet waste treatment facility was commissioned with waste input at the end of last month, and a construction waste treatment facility will be commissioned by the end of next month and such facilities will be in full operation next year.
Fourth, public service supply has been optimized, and quality sharing, convenient access and smart allocation of basic public resource has been promoted. Efforts are made to: (a) build highland for quality education: high-end education institutions have been introduced, and 21 renowned schools including Shanghai HuaEr Private Middle School, Experimental School Affiliated to Chinese Academy of Sciences and Primary & Secondary School Affiliated to Tongji University have been set up; each school in the district will be properly operated following school district and group-based education-enhancing strategy; (b) speed up the healthcare capacity building in Jiading: Jiading District is the only one hosting three Grade III Level A hospitals, namely Northern Branch of Ruijin Hospital, Eastern Hepatobiliary Surgery Hospital and Jiading Branch of Shanghai Municipal Hospital of Traditional Chinese Medicine (under construction), in Shanghai suburb, and Jiading Branch of Shanghai General Hospital (also named Jiangqiao Hospital) was officially operated last month, providing more convenient accesses for people seeking for medical treatment; (c) improve nursing services for the aged: an average of 4.4 nursing beds are available for every 100 aged people in Jiading District, which ranks first in Shanghai; the Central Kitchen Food Distribution Service launched in 2018 is driving the full coverage of food service for aged people in all towns within Jiading District; and (d) strengthen the soft power of culture: Jiading District has been established as demonstration area of National Civilized City and National Public Cultural Service System; Jiading has taken the lead across the nation to set up “Culture Jiading Cloud” online platform, which is based on big data and consolidates the public cultural resource in Jiading, enabling citizens to enjoy cultural services easily; In January 2017, Home Study, the first 24-hour public library jointly operated by government and enterprise in Shanghai, was officially open, and citizens can enjoy quality reading service nearby. Currently, there are 30 sites of Home Study available in Jiading District.
Fifth, innovation in social governance has been robustly promoted. Functional departments at district level will delegate power to towns and villages, improving grass root governance and service capacity. Integrated Online Administration application has been enhanced, and smart functional modules including epidemic prevention and control, rural residence environment restoration, and flood prevention for interchange exits have been developed, promoting the refined urban governance. Jiading District spares no efforts in winning Chang’an Cup, the pride for national security building campaign, relentlessly optimizing an integrated crime prevention and control system, and maintaining a stable society in the district.
