Shanghai Municipal Information Office held a press conference on February 9 and vice mayor Xu Kunlin introduced the "Implementation Plan to Carry Out Quality Improvement" and relevant information.

Director of Shanghai Quality and Technical Supervision Bureau Huang Xiaolu and vice director Shen Weimin attended the press conference and answered questions from the press.

In order to implement and carry out the Communist Party of China’s Central Committee and State Council’s “Guiding Opinions on Carrying Out Quality Improvement Operations”, the Communist Party of China’s Shanghai Committee and the Shanghai Municipal Government released the "Implementation Plan to Carry Out Quality Improvement Activities" on January 17 and to launch a city-wide campaign to improve quality standards.

I, the background of the releasing of the guiding opinions

According to the work plan delivered at the 19th National Congress of the Communist Party of China, China shall push hard to improve the quality and effect of development instead of pursuing high growth speed, and it would devote great energy to addressing development's imbalances and inadequacies.

China should pursue supply-side structural reform as its main task, and work hard for better quality, higher efficiency, and more robust drivers of economic growth through reform.

Carrying out the quality improvement action is a major strategic plan made by the CPC Central Committee with Comrade Xi Jinping as the core on the basis of scientifically judging the current economic situation in our country and accurately grasping the law of economic development, including the law of quality development.

On September 5, 2017, the State Council officially release the “Guiding Opinions on Carrying Out Quality Improvement Operations” under the name of CPC Central Committee as well as the State Council. It’s the first framework document of its kind and reflects the uttermost determination to improve all products made in China to address supply shortages of mid-range and high-end goods and services from the CPC Central Committee and the State Council.

In accordance with the overall arrangements for the quality improvement work of the CPC Central Committee and the State Council, Shanghai is keeping up with the requirements of being the vanguard of reform and opening up and the forerunner of innovation and development.

By combining the requirement with the construction of "five centers" of the municipality, excellent global urban construction and the construction of a socialist modern international metropolis, Shanghai has officially formulated the "Implementation Plan to Carry Out Quality Improvement Activities".

The Implementation plan draws from the experiences as well as research studies and at the same time also sticks to the key values from the central government and the CPC Central Committee It has conducted a wide range of studies in enterprises, industrial associations, academic institutions to hear their advice and opinions on quality improvement work.

It has also received guidance and support from the General Administration of Quality Supervision, Inspection and Quarantine as well as a number of city government bureaus and institutions and professionals. Early stage research work and drafting formulation took nearly 10 months and several drafts before the latest version is finalized.

The current implementation plan is a framework and action guideline for Shanghai's quality improvement actions and has important practical and guiding significance for improving the quality of the city's supply system and accelerating the economic and social development of Shanghai.

II, Main contents of the Implementation Plan

Shanghai’s introduction of the "Implementation Plan to Carry Out Quality Improvement" is both a government call and a systematic arrangement for quality improvement among various industries. The main contents of the plan have answered a raft of questions including what needs to be improved, how to improve and how to ensure improvement.

One: General target. By 2020, the city should make notable improvement in its supply quality and system efficiency, form its core competitiveness in technique, standard, branding and services and develop its global competency. Meanwhile, it has listed four supportive targets: First is to make continuous improvement in product, service, project and livability; to maintain the city’s manufacturing industry quality competency index above 90 and one of the highest in the country; to keep raising the sense of happiness and satisfaction among the general public through the establishment of a batch of renowned Shanghai brands with comparatively strong global competency and market influence covering service, manufacturing, shopping and culture. Second is to steadily enhance the quality of industry development and develop a batch of renowned enterprises both at home and abroad. Third is to raise the overall quality level in the region and establish a couple of model zones that excel in branding and efficiency. Fourth is to strengthen technological support and set up a batch of key infrastructure projects on quality and techniques, offering great support for the country’s Belt and Road Initiative, the construction of the China (Shanghai) Pilot Free Trade Zone as well as the city’s target to build itself into a global technology and innovation center.  

Two: Key areas. To pay close attention to the key points of the economic development as well as to hot topics that attract the most attention of the general public and focus on 11 major fields which include agricultural products, food and drugs, consumer goods, high-end equipment manufacturing industries, core components and raw materials, construction projects, service industries, social management, habitat, foreign trade and medium and small-sized enterprises and regional synergetic development so as to improve the quality of supply and develop Shanghai’s development edges in quality.

Three: Detailed measures. Measures from seven aspects that cover innovation, management, supervision, upgrading and branding have been proposed to improve quality. Meanwhile, the city will strengthen its effort in building a quality enhancement mechanism, improving public service capability for quality enhancement and promoting international exchanges and cooperation.

Four: Policy guarantee. Policies covering four fields such as quality rules and regulations, fiscal finance, talent education and quality incentives have been proposed. Notably, it has been emphasized that the government will play a leading role in the quality enhancement action plan while various departments will form alliances and enterprises will take major responsibilities. 

In general, the implementation plan has three traits: first, never go off course, implement the spirits from the central government with strong resolve. Learn in depth on central government’s policies on improving quality and thoroughly implement the deployment to ensure all tasks are put into practice in Shanghai. Second, never repeat, as all our tasks and work need to embody local situations. We will summarize and brief what the central government has already specified, while the practical situations of Shanghai will be written systematically and in detail. We will specify the measures and clarify the reasons and logic behind them, which is to fully embody the requirements from all fields on quality improvement. Third, never go off the point, concentrating on breaking the conundrums and bottleneck on quality improvement. We will focus on key issues covering agricultural products, food and drugs, consumer goods, equipment manufacturing and service industry, proposing high-quality practical and feasible measures based on Shanghai’s experience on living quality management, social governance, public service and so on.

III,Guarantee measures

After the implementation plan is issued, the next key task is to ensure all measures are put into practice bolstered by continuous efforts to push ahead implementation. It covers three main aspects:

First, enhance publicity, to form a zealous atmosphere among the public to support the quality improvement policy. Push ahead publicity across the city to bolster the implementation of the plan, teaming up with departments and industries across the board to form unified mentality. We will praise and propagate Shanghai’s city spirit, entrepreneurship spirit and craftsmanship spirit highlighted in “pursuing excellence,” actively promoting the advanced models and cases on pursuing higher quality among all industries to encourage the public to care about quality improvement.

Second, well organize the work to enhance synergies among departments for better implementation. Build up the pattern of “led by the party, dominated by the government, implemented by collaborations among departments, and enterprises to taking charge, the public to participate,” focusing on key areas of consumer goods and equipment manufacturing to push ahead relevant departments, industries and districts to enact specific measures, thus forming a “1+N” behavioral system to implement the plan.

Third, reform and innovate, make great efforts to break the bottleneck on quality improvement. On one aspect, enhance the infrastructure development to bolster quality improvement, break the bottleneck in policies. On the other, find the technical and managerial bottlenecks among products and industries, which should be broken via technology upgrading. Meanwhile, enhance the quality management covering the whole public, overall industries and the whole procedures, thus help broaden and deepen the management on quality improvement. And with the help from new technologies such as the internet and big data, we can also boost the innovations on working procedures and quality management.
