Press Release for January 31, 2018 Media Briefing by Shanghai Municipal Government

The Information Office of Shanghai Municipality held a press conference today (January 31) during which Vice Mayor Chen Qun briefed the media about the latest efforts and progress Shanghai has made in building itself into a renowned tourism city with global influence. XuWeiwan, Director of the Shanghai Tourism Administration who was also present at the conference, joined Chen to take questions from the reporters.

China’s tourism industry has entered its golden age of development over the last couple of years along with the arrival of a new era of mass tourism. To embrace the new opportunities, Shanghai has set up a target to develop itself into a world renowned tourism city with global influence and therefore implemented a batch of measures.

One: Periodical achievements have been made in the city’s building into a world renowned tourism city.

Over recent years, Shanghai has been sticking to the spirits of the 18th and 19thNational People’s Congress of the Communist Party while implementing five new development concepts with urban tourism a highlighted core and holistic tourism a key strategy. The city has been making great endeavor in deepening its reforms and propelling innovation and upgrading of the tourism industry and gained new experiences and success for its building of a world renowned tourism city.

Firstly, the ever increasing contribution from the tourism industry to the city’s economic and social development. In the past few years, tourism has been integrated into the city’s master plan of urban construction. Tourism supply has increased and optimized while the industry keeps expanding at a steady pace with ever-improving quality and earnings. Among all, the Shanghai International Tourism and Resorts Zone with Shanghai Disneyland at its core has started operation; the 45-kilometer stretch of open space along both sides of the Huangpu River has been unveiled to the public; the China Cruise Tourism Development Experimental Zone has gained momentum steadily; Chongming world-class Eco Island,Sheshan Mountain National Resort, Lujiazui and some others places have all strengthened their functions as tourism spots; and new international tourism landmarks including the World Expo zone, Lingang port area and Xuhui riverside area are emerging continuously. Statistics showed that in 2017, revenue gained by the local tourism industry reached 448.5 billion yuan, a year-on-year increase of 15.7 percent. Between 2013 and 2017, the city’s tourism revenue expanded by 7.1 percent annually on average and the added value of tourism industry accounted for 6.2 percent or over of the city’s gross domestic product.

Secondly, the “Tourism Plus” industrial integration development pattern has been formed primarily. In accordance with the government requirement, the municipal government has set up a tourism development office to coordinate efforts by various departments, industries and areas and formed a “1+10+n” tourism industry system that connects and integrates tourism with culture, business and trade, sports, industries, agriculture, science and technology, health, finance, transportation and meteorology. By the end of 2017, the city has established four national eco tourism model zones, 101 Grade-A scenic spots, 34 Red Tourism sites, about 120 museums, 67 qualified industrial tourism sites as well as 13 sports and recreation camps. There are altogether 229 star-rated restaurants and some 1,600 tourism agencies in the city. The Port of Shanghai handles around 3 million cruise passengers a year, making it a No.1 home port in Asia and a No.4 in the world.

Thirdly, the image of Shanghai as an international tourist destination is basically set up. In recent years, Shanghai ranks high among the top global tourist hotspots. The city won awards such as the World Travel Awards -- 2017Asian leading destination for festivals and events (presented by the organizing committee of the World Travel Awards) and the most popular city on the Chinese mainland among foreign tourists of MasterCard Global Destination Cities Index 2017 (released by Mastercard). Shanghai also actively serves the Belt and Road Initiative, and signed strategic cooperation agreements on tourism with New York, Montreal and several other cities. The Shanghai Week of the China-Australia Year of Tourism 2017 (Sydney) was successfully held, and the first domestic virtual reality version of the city tourism propaganda film "Our Shanghai" was produced. In 2017, Shanghai has welcomed 8.73 million inbound travelers and 318 million domestic tourists. From 2013 to 2017, the number of Shanghai's inbound visitors has increased 3.6 percent annually on average, and the annual growth of domestic tourists was 5.2 percent.

Fourthly, the safe and orderly tourist environment is basically formed. Shanghai actively adapts to the development pattern of smart city and improves the public service system for tourism. By the end of 2017, the city has set up 55 tourist public service centers, 188 community service stations and over 330 subway service spots; has formed a three-level tourist distribution network, developed more than 170 tourist routes; has standardized the setting of traffic signs and parking guidance of scenic spots; has newly built and reconstructed and expanded 455 tourist toilets. Also, Shanghai, in order to resolve disputes and to bring convenience to citizens, has set up the first tourist dispute mediation committee in China, kept improving the system of Docking litigation and conciliation and the mechanism of citizen's hotlines. The city built a travel safety and emergency network which focuses on travel agencies, hotels and scenic spots, took the lead to implement the maximum capacity management of A-level scenic spot tourists. The citizens can check the information such as the real-time number of visitors and comfort level of these A-level scenic spots through the WeChat official accounts of "Shanghaifabu" and "Shanghaitourism", Eastday.com and the official Shanghai Travel Website meet-in-shanghai.net.

Two: Considerations for work in the future

The report of the 19th National Congress of the Communist Party of China pointed out that as socialism with Chinese characteristics has entered a new era, the principal contradiction facing Chinese society has evolved. What we now face is the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life. In the new era, tourism has entered the key nodes to transform from the rapid growth stage to the stage of high-quality development. The "Shanghai urban master plan (2017-2035)" made clear statements that we aimed to build Shanghai into a world-class tourist destination with the total number of inbound tourists reaching 14 million annually by 2035.

According to the requirements of the spirit of the 19thNational Congress of the Communist Party of China and 2035 General Blueprint of Shanghai, Shanghai will adhere to President Xi Jinping’s new era socialist ideology with Chinese characteristics to guide and promote the overall upgrade of tourist products, tourism industry, and tourism environment to complete the target of the 13th Five-Year Plan. By 2020, the total income of the tourism industry is targeted to reach about 500 billion yuan, the number of inbound tourists to reach about 9 million, and the number of domestic tourists to reach about 360 million.

Firstly, cultivate a batch of world-class tourist products. In order to enhance the core competitiveness of tourism as a goal, the government will scientifically lay out tourism projects, and optimize key areas. The Huangpu River tourism and leisure area will be built aiming for highest local standard and high global standard. The water tour lines, products, and services will be added according to high standards, high quality river-side landscape, tourist areas, and service outlets will be set out, and river-land coordination will be activated to boost Huangpu river tourism. A comprehensive cruise destination will be built, planning of supportive areas around the cruise port will be accelerated, and boutique domestic cruise lines will be developed. Development of resorts on outskirts of the city will be accelerated, and radiation of Disneyland will be enhanced, the capacity of the world-class ecological island of Chongming, national tourism resort of Sheshan, and Lingangport area will all be lifted. Country parks, tourism towns, pastoral complex will be supported to form a number of tourist areas to spend leisure weekend.

Secondly, create a new city tourism brand of “wonderful Shanghai, quality tour.” Surrounding Shanghai’s target to promote four brands, authorities will dig connotation of Shanghai image and publicize the brand of “wonderful Shanghai, quality tour.” Shanghai Tourism Festival will be a focus in developing “one district, one product” series of activities to create a tourist market atmosphere with “wonderful everywhere, wonderful districts, and wonderful seasons.” A “Shanghai gift” plan will be implemented to create a number of high quality souvenirs that reflect Shanghai quality and Chinese manufacturing progresses. A comprehensive tourism image across all media will be promoted seizing the opportunities of China International Import Expo to showcase the new image of “wonderful Shanghai, quality tour” to domestic and overseas visitors.

Thirdly,emphasize the improvementof the overall contribution of the tourism industry. The city will take high-quality development as a core requirement and implement strategy to promote the development of tourism industry. The city will optimize shopping tourism, cultural tourism, sports tourism, “red” tourism and other traditional urban tourism patterns. The city will also accelerate the development of water tourism, cruise tourism, science and technology tourism and suburb ecological tourism. The city will encourage customized and deep travelling experience and expand tourism spending. The city will further accelerate the development of tourism industry, in order to meet the objectives and tasks of "Beautiful China -- 2018 Year of Global Tourism.” The city will consolidate and promote the experience of building national tourism demonstration zones in Huangpu District, Qingpu District, Chongming Island and Songjiang District. Shanghai will further support the construction of qualified towns in accordance with the city’s overall tourism concept, in order to build scenic spots everywhere from time to time.

Fourthly, strive to create a friendly, orderly, high-quality tourism environment. The city will focus on high quality, multi-functional, intelligent and accurate tourism services, in order to improve the network of "integrated service center-service station-service outlet.” The city will establish an intelligent tourism information management and publishing platform, a comprehensive tourism big data center, a travel service hotline toenrich tourism services. The city will also focus on big data mining, analysis, data application and early warning and comprehensively enhance tourism market supervision and safety management. The city will focus on the training of professionals and build an international Shanghai tourism think tank.

With the Spring Festival approaching, the city will organize various activities in each districts and enterprises. The city will introduce rich and colorful tourism festivals such as Yu Garden Spring Festival Lantern Festival to enrich life of citizens. At the same time, the city will make holiday arrangements such as safety management, market regulation, publicity and guidance work to ensure citizens spend a safe, orderly and happy Spring Festival.
